The Committee heard testimony and considered draft legislation regarding the revenue information system replacement plan, vehicle registration depreciation calculations, an exemption for military spouses in professional licensing, planning for a veterans skilled nursing facility and establishing an endowment for the Wyoming Cowboy Challenge Academy. In addition, the Committee received updates from the Wyoming Department of Transportation (WYDOT) regarding the 2018 highway fund, ten cent fuel tax distribution, rest area closures and expenses, and connected vehicles. The Committee also received updates from the Wyoming Military Department (WMD) regarding deployments and projects. CALL TO ORDER (DECEMBER 10, 2018) Co-chair Anderson called the meeting to order at 9:00 a.m. The following sections summarize the Committee proceedings by topic. Please refer to Appendix 1-01 to review the agenda. REVENUE INFORMATION SYSTEM (RIS) MODERNIZATION AND MAINTENANCE Bill Panos, Director and Taylor Rossetti, Support Services Administrator, WYDOT, provided an update of the Revenue Information System (RIS) modernization planning and discussed funding issues. (Appendix 2-02). Tony Young, Chief Information Officer and Dan Young Chief Technology Officer, Department of Enterprise Technology Services (ETS), discussed mainframe infrastructure, COBOL programmers, the struggle to recruit programmers and the need to move technology forward. Mr. Young explained that the current system is robust and works, but it would not be able to do any of the new or enhanced abilities that are now in demand. He recommended moving away from mainframe technology into infrastructure as a service. Heather Jarvis, LSO staff attorney provided an overview of draft bill 19LSO-0266, revenue information system (Appendix 2-01), which requires WYDOT to maintain the existing revenue information system, specifies duties of WYDOT regarding implementation of a new system, authorizes a temporary additional position, and provides an appropriation. Dennis Byrne, Chief Fiscal Officer, WYDOT, discussed more in-depth cost and funding for RIS, WYDOT’s budget and general fund appropriations. Public Comment No one from the public commented on this matter. Representative Blake moved to sponsor 19LSO-0266. The motion passed by roll call vote, with Representatives Crank, Edwards, Loucks and Piiparinen voting no, and Senator Agar and Representative Court excused. VEHICLE REGISTRATION-DEPRECIATION Senator Curt Meier provided an overview of draft bill 19LSO-0018, vehicle registration- depreciation (Appendix 3-01), which extends the depreciation of vehicle registration fees through the tenth year of a vehicle’s service and calculations (Appendix 3-02). Public Comment Kelli Little, Deputy Director, Wyoming County Commissioners Association, expressed opposition to the depreciation calculation in the bill draft and provided two handouts with alternate calculations. (Appendices 3-03 and 3-04). Senator Meier moved to sponsor 19LSO-0018. The motion passed by roll call vote, with Representatives Blake, Brown, Crank, Loucks and Piiparinen voting no and Senator Agar and Representative Court excused. ADDITIONAL REPORTS FROM WYOMING DEPARTMENT OF TRANSPORTATION AND HIGHWAY PATROL I-80 rest-area construction and maintenance report Director Panos and Shelby Carlson, Chief Engineer and Mark Gillett, Assistant Chief Engineer, WYDOT, provided updates on rest area information center operations, expenses, maintenance and closures throughout the state (Appendices 4-04, 4-03 and 4-05). Ms. Carlson stated that WYDOT has implemented a task force to review problems associated with rest areas throughout Wyoming. Director Panos provided an overview of the ten cent fuel tax report and distribution (Appendices 4-01 and 4-02). Over-sized, overweight truck divisible load requirements, safety, enforcement and permitting regulations Kebin Haller, Colonel, Wyoming Highway Patrol (WHP), Sheila Foertsch, Wyoming Trucking Association and Mark Corthell, Corthell Transportation, LLC, provided an update regarding enforcement concerns on supersized loads. Colonel Haller identified two precepts that all three parties agreed with when considering supersize load enforcement: safety and not compromising the integrity of or degrading infrastructure. He specified agency rule changes planned for mid- February 2019, restructuring of the commercial carrier section of the WHP, and additional training. Ms. Foertsch thanked Colonel Haller and Corthell Transportation for meeting and discussing these matters. Director Panos stated that truckers are a core client of WYDOT and stressed WYDOT’s commitment to working with them to improve operations. He expressed the need to modernize many WYDOT operations. Public Comment Greg Rino, Manager, Casper Alcova Irrigation District, provided a handout (Appendix 6-01) that detailed concerns with irrigation districts throughout Wyoming and CDL requirements. The Committee requested WYDOT provide more information regarding an exemption for irrigation districts under their rules. ADDITIONAL REPORTS FROM WYOMING DEPARTMENT OF TRANSPORTATION – CONT’D Director Panos and Mr. Byrne provided background regarding WYDOT’s highway fund budget and alternatives to earmarking federal mineral royalties without reducing funding for Wyoming roads.
