For thesereasons and others, its growth has been quite steady. What its ultimatedestiny may be is difficult to forecast." These commentswere made in 1947 by then State Super- intendent of Public Instruction, L.W. Brooks. In 1954 State SuperintendentAdel F. Throckmorton stated, "Junior Colleges in Kansas haveestablished themselvesas an es- sential part of the schoolsystem in the State.These institutions have a unique functionin their local communities.Kansas junior colleges are meeting the demandsplaced upon them by providing many services of a local character for adultsas well as for students enrolled in formal day classes." It is, therefore, well documentedthat the unique function and philosophy of the junior collegeshas been prevalent in Kansas for many years.Although the communityjunior college philosophy has been stated bymany outstanding educators for the past 50 years, a complete understanding of its role andfunction has not been fully realized. The late W. C. Kampschroederon June 4, 1967, then State Super- intendent of Public Instruction,provided the authorsa letter with the following positionstatement which is contained in this docu- ment "The full potential of the Kansas PublicCommunity Junior Col- lege has not been fully understoodor comprehended. It is evident from this theoretical premise that thecommunity junior collegecan and must, in theyears ahead, provide greater assistance toour ever-growing higher education dilemma inKansas." The purpose of this publicationis to provide written, statistical, graphical and pictorial evidence of thesound and steady growth of the public junior college in Kansas.For those interested in research, the appendixes providea 20-year statistical summary of junior col- leges, both public and private interms of enrollment, finance, fac- ulty and a listing of vocational-technicalprograms offered in junior colleges since 1946. The writers wish to acknowledge indebtednessand express sin- cere npreciation to the many individuals who havecontributed valuable informational materials, bothwritten and oral, from which data was secured to compile and complete this document. If this betrue, it is apparent that the community junior college is fillinga distinctive role in modern day higher educationalendeavors. The present total of approximatelyone and one-third million students is more than double similar enrollment figures in 1950 andrepresents about one in every three students in utlr nation's colleges. Many predict this percentage will rise 'toan even more astounding figure in the early seventies. Today, junior colleges makeup a strong and important link in the educational chain.Their diversity of curricular offerings in the vocational, technical, occupational fields, for allages of people, along with the first twoyears of a baccalaureate program, make them uniquely fitted to supplement the endeavors ofthe university and four-year colleges. Combined, theymay provide "opportunity for all" in the American tradition. Today's population explosion and technological revolutionare rapidly changing the occupational outlook inour economy. Business, industry, and all facets ofour economy are demanding that those they employ have some type of special trainingover and above that of the high school. In this respect, thereare many who think that graduation from at leasta two-year college will soon be as essential as a high-school diploma has come to be in recentyears. It is estimated that by 1970, sixty percentor more of the jobs in the United States will requiresome post-high-school training. In comparison only ten percent required this in 1930, anda grade- school educationwas sufficient for approximately sixty percent. If one can make a valid prediction from available data, it would certainly appear that a very small percentage ofthose with only an eighth-grade education will be employable in thenear future and that a similar decrease may be expected within the ranksof those with only a high-school education. The increased occupational demands ofour economy, coupled with both a larger population andan increase in the proportion of persons continuing education beyond the high school, presentsa staggering prospect for the number of students in higher education within the next decade.
