implementation monitoring report 2019 1 Purpose, scope and data 1.1 Purpose of the report (1) This is the second Report presenting the progress towards the implementation of Commission Regulation (EU) 2016/631 of 14 April 2016, establishing a network code on requirements for grid connection of generators (denoted as “NC RfG” in the remainder of this Report). (2) Article 32(1) of Regulation (EU) No. 943/2019 requires the Agency for the Cooperation of Energy Regulators (“ACER” or the “Agency”, in the remainder of the Report) to monitor and analyse the implementation of the Network Codes and the Guidelines adopted by the European Commission (EC). Furthermore, the Agency shall monitor their effect on the harmonisation of applicable rules aimed at facilitating market integration, as well as on non- discrimination, effective competition and the effective functioning of the market, and report to the EC. (3) The primary purpose of this report is to fulfil the above-mentioned legal obligation. The Report further aims at: o identifying potential challenges in implementing the NC RfG and o recommending concrete actions
