TXDOT Travel Information Center-Langtry, Texas Judge Roy Bean Museum-Saloon and Opera House Landscape Project Specifications Rice A. 01/02/2018 LANDSCAPE REPLACEMENT AND LANDSCAPE SITE ENHANCEMENT Preliminary Specification Note(s): 1. “This planned RFC and specifications are for priority deferred, preventative, or unscheduled maintenance. Contract and subsequent work enacted by these specifications is required to be completed in FY18 by 15 August with FY18 TXDOT Travel Division funding”. PART 1 GENERAL 1.0 SITE FAMILIARIZATION AND SPECIAL WORK CONDITIONS a. FACILITY PROFILE OVERVIEW: The Texas Department of Transportation (TXDOT)-Travel Information Division operates twelve (12) Travel Information Centers (TICs) across the State of Texas. The TICs serve the travelling public each and every day at entry points into Texas and adjacent to major Texas Highway Corridors and the Interstate System. The TICs are “highly visible” to the Public, are the “Face of TXDOT”, and are maintained in a high state of repair and cleanliness at all times. b. LOCATION: Work site location is the Texas Department of Transportation-Travel Information Center (TIC) which is located at US 90 W/State Loop 25 at Torres Ave., Langtry, TX 78871 c. HOURS OF OPERATION: Normal hours of Operation for the TIC are 0800-1800 hours Monday thru Sunday. Facility is open on weekends and most Federal and State holidays. d. FACILITY CONSTRUCTION ACCESS AND IDENTIFICATION: 1. TIC Facilities cannot be shut down in entirety during construction regardless of level of construction; Operations to support travelling public must continue and construction must be phased to ensure continuity of operations. 2. Construction areas in and around TIC Facilities are to be maintained in a high state of repair and cleanliness with thought being given to appearance and public perception. 3. Contractors are never to engage with the Public or TXDOT Staff with the exception of the TXDOT Technical Representative, Travel Center Supervisor, and their designated representative. (i.e. Senior Travel Counselor) 4. All Construction areas are to be identified and secured with OSHA approved identification and markings so as to not allow access or entry by the Public. 5. Contractors will wear company identifying clothing and appropriate reflective Personal Protective Equipment (PPE) for easy identification by the Travel Center Personnel and the Public while in the performance of their duties. All Contractor personnel will be required to sign in each day with the Travel Center Staff at the Facility Front Counter. 1.1 SCOPE OF WORK -SUMMARY a. PRE-BID CONFERENCE: Due to the vastness of scope for this project, it is HIGHLY ENCOURAGED that all potential bidders attend a Pre-Bid Conference to be held on site at the TXDOT Travel Center which is located at: US 90 W/State Loop 25 at Torres Ave., Langtry, TX 78871 b. COMPLETION TIMELINE: Project must be completed no later than (NLT) ninety (90) calendar days from date of contract award and execution. c. SPECIFICATION INTENT-GENERAL: It is the intent of these specifications to upgrade a portion of the Langtry Travel Information Centers grounds and landscaping to an acceptable TXDOT Standard and also to provide a more maintenance free landscaping environment (ZeroScape). It also the intent of these specifications to support the natural habit and wildlife by converting a portion of the grounds to a wildlife and migratory species friendly environment. 1. These specifications include a general overlay off planned planting and the associated foliage and plants that will be incorporated into the landscape. 2. Additionally, these specifications and the general overlay include guidelines for installing maintenance free areas into the landscape environment. 3. The Landscape Contractor shall furnish all labor, equipment, tools, services, skills, etc., required to perform the effort in accordance with the contract to include mobilization requirements and expenses. 4. Work covered shall be performed by a single firm experienced in landscape design, install, and maintenance of a similar nature and scope. 5. The contractor may subcontract any work to be performed under this contract. However, the election to subcontract work shall not relieve the contractor from responsibility or liability which it has assumed under this contract and the contractor shall remain liable to the same extent that its liability would attach, as if the work had been performed by the Contractor's own employees 1.2 REFERENCES a. Contractor will adhere, at a minimum, to the following trade guidelines and reference(s) before and during construction: 1. (ANSI Z60.1) American National Standards Institute : Landscape Management 2. (40 CFR) Environmental and Hazardous Waste Guidelines 1.3 DEFINITIONS a. Terms and written language used in the creation of this specification were derived from applicable professional trade journals, (i.e. ANSI, ASTM) and TXDOT technical reference material. b. Contractor is responsible for understanding written professional language and construction terms outlined in these specifications and the follow-on contract documents. c. Requests for clarification can be sent to the TXDOT Technical Point of Contact thru the Contracting Representative prior to award of contract. After award, and post-award meeting, it is expected the contractor will have full understanding of the specification intent, any terms, and definitions as applicable to the project scope. 1.4 SUBMITTALS a. BUY AMERICAN ACT AND FOREIGN PURCHASE RESTRICTION 1. TXDOT, unless exception has been granted, only procures and utilizes materials, equipment, and replacement parts in support of state and federal government contracts, that are purchased in accordance with (IAW) the policies and regulations set forth in the Buy American Act and Free Trade Agreements as well as being in compliance with Restrictions on Certain Foreign Purchases. 2. The contractor will procure and utilize only domestically manufactured and approved material on this project unless otherwise approved by the Contracting Representative and TXDOT Technical Representative. All requests for non-domestic material substitution and exception will be submitted and approved in writing to the Contracting Officer. No verbal authorizations or verbal change orders will be made for non-domestic material substitutions. b. PRODUCT DATA: 1. Contractor will provide, prior to start of work and thru the Contracting Representative and the TXDOT Technical Representative, written submittals of all products planned for use in the landscape project. c. SAMPLES: 1. No samples are required for this effort. 1.5 QUALIFICATIONS AND REFERENCES a. EXPERIENCE: Be a company engaged in the business of providing commercial landscape services for a Page | 3 TXDOT Travel Information Center-Langtry, Texas Judge Roy Bean Museum-Saloon and Opera House Landscape Project Specifications Rice A. 01/02/2018 minimum of one (1) year within the last five (5) years. b. CERTIFICATION/LICENSE: Bidding firm shall have in its employ, a minimum of one (1) currently Certified Landscape Professional (CLP). Bidding firm shall also have in its employ, a minimum of one (1) currently Certified Landscape Technician. c. START UP BUSINESS: Recent start-up businesses do not meet the requirements of this solicitation. d. FINANCIALS: Be in good financial standing and current in payment of all taxes and fees such as state franchise fees. TXDOT reserves the right to request a copy of the respondent’s audited or un-audited financial statement. TXDOT may request a statement from the president, owner, or financial officer on company letterhead certifying that the company is in good financial standing and current in payment of all taxes and fees. 1. When financial statements are requested, TXDOT will review the respondent's audited or un-audited financial statement to this solicitation in accordance with Texas Government Code, Title 10, Subtitle D, Section 2156.007 to evaluate the sufficiency of the respondent's financial resources and ability to perform the contract or provide the service required in the solicitation. TXDOT will be the sole judge in determining the sufficiency of the respondent's financial resources and ability to perform the contract or provide the service. e. RESPONDENT REFERENCES: The respondent should submit a minimum of three (3) references to substantiate the qualifications and experience requirements for similar services completed for five years within the last seven years. 1.6 PRE-CONSTRCUTION MEETINGS a. TXDOT Representative, Travel Center Supervisor, and Contractor will meet one (1) week prior to start of work to discuss landscape plan, public traffic management, and real time landscape completion estimate. 1.7 REPORTING AND CDRLS (Contract Deliverables) a. REPORTING: Contractor will, during the course of landscaping, provide no less than a weekly project update and report to the Contracting Representative and the TXDOT Technical Representative. This written report will outline progress, any delays, delay resolution, and anticipated completion date based on previously established Contract Delivery Date (CDD). This report
