Klaus Regling Managing Director European Stability Mechanism Klaus Regling is the current and first Managing Director of the European Stability Mechanism. The Managing Director of the ESM is appointed by the Board of Governors for a renewable term of five years. Klaus Regling is also the CEO of the European Financial Stability Facility (EFSF), a position he has held since the creation of the EFSF in June 2010. Klaus Regling has worked for over 40 years as an economist in senior positions in the public and the private sector in Europe, Asia, and the U.S., including a decade with the IMF in Washington and Jakarta and a decade with the German Ministry of Finance where he prepared Economic and Monetary Union in Europe. From 2001 to 2008, he was Director General for Economic and Financial Affairs of the European Commission. During 2008-09, he spent a year at the Lee Kuan Yew School of Public Policy in Singapore where he researched financial and monetary integration in Asia. Subsequently, he opened an economic and financial consultancy in Brussels. Previously, Mr. Regling had gained experience in the private sector as Managing Director of the Moore Capital Strategy Group in London (1999-2001) and as an economist with the German Bankers’ Association. Mr. Regling studied economics at the Universities of Hamburg and Regensburg. Marco Buti Director General for Economic and Financial Affairs European Commission Marco Buti has been Director-General for Economic and Financial Affairs at the European Commission since December 2008, after a 6-month period as acting Director-General. After studies at the Universities of Florence and Oxford, Mr Buti joined the European Commission in 1987. He held various posts as an economist in DG ECFIN and the Commissioner's cabinet (private office) before taking up a post as an economic adviser to the Commission President in 2002-03. In 2003 he returned to DG ECFIN as Director for the Directorate for economies of the Member States, and in September 2006 was appointed Deputy Director-General. He has been Governor as of 12 July 2018. Dr Rehn is responsible for monetary policy preparation, domestic economic policy, external communications, international affairs and internal audit. Governor Rehn is a member of the Governing Council of the ECB. Mr Rehn has held European and international posts for many years. He was Vice-President of the European Commission in 2011–2014. As a Member of the European Commission, he was responsible for Enlargement in 2004–2010 and for Economic and Monetary Affairs in 2010-2014, when his responsibilities included the reform of the rules of Economic and Monetary Union, financial assistance programmes for the distressed countries, and the preparation of stability mechanisms. Mr Rehn represented the European Commission on the Governing Council of the European Central Bank, in G7/G20 cooperation and at meetings of the International Monetary Fund in 2010–2014. Mr Rehn served as Minister of Economic Affairs in Prime Minister Sipilä’s Government in 2015–2016, having been elected Member of Parliament from Helsinki in April 2015. He was a Member of Parliament also in 1991–1995. Mr Rehn was a Member and Vice President of the European Parliament in 2014–2015 and was a member of the first group of Finnish MEPs in 1995–1996. Mr Rehn holds a degree of Doctor of Philosophy (DPhil) in international political economy from the University of Oxford (1996). In his doctoral thesis, Mr Rehn analysed corporatism and industrial competitiveness in small European states. Mr Rehn had previously graduated as Master of Social Sciences (Political Science) from the University of Helsinki in 1989. Mr Rehn’s leisure time interests are football, reading, rock music and jazz. Fabrice Murtin Head of Well-Being and Household Conditions Section OECD Statistics and Data Directorate Dr. Fabrice Murtin is a Head of Unit at the Organisation for Economic Co-operation and Development (OECD) in the Households Statistics and Progress Measurement Division. He is also an Associate Researcher at Sciences Po Paris. A French national, he holds a PhD from Paris School of Economics, and was a Mellon Postdoctoral Fellow at Stanford University prior to joining the OECD. His research has focused on well-being measurement, the long-term dynamics of economic development and economic policy.
