Revenue Harmonization and Administration Bill (Work in Progress) OKOWA’S SCORECARD 17 ANALYSIS OF DELTA STATE GROSS DOMESTIC PRODUCT/VALUE ADDED (2013-2017) Introduction This administration assumed office in 2015 as the Nigerian economy faced a down turn following rapidly declining price of crude oil, the nations’s major foreign exchange earner. As a monocultural economy of high fiscal dependence on crude oil revenue, crude oil price was steadily heading for new lows and at some point, as low as USD 30/ barrel in 2016. A combination of faulty and uncertain macroeconomic policies and the declining crude oil price pushed the national economy into a recession which reached its peak in 2016. At our subnational level, sound economic planning and practices with focused implementation resulted in significant growth in Agriculture and Services sectors throughout the period of the national economic recession. Our GDP growth rate for 2017 is 40.15% as shown in table 1.1 below. However, cummulative average growth rate from 2013-2017 in all the sectors are; Agriculture 10.95%; Industrial 2.34% and Services 11.11%. Average overall growth rate for 2013- 2017 is 3.28%. 1. General Overview 18 OKOWA’S SCORECARD From the tables and Figures above, the Nominal GDP of the state declined between 2013 and 2014 by -12.76%, between 2014 and 2015 by -12.02% and between 2015 and 2016 by -2.24% and it picked up between 2016 and 2017 with a 40.15% growth. OKOWA’S SCORECARD 19 Sectoral Analysis Agricultural sector grew from 2.42% in 2015 to 20.41% in 2016 and 6.22% in 2017 as shown in Table 1.2 and Figure1.4 below: The average growth in the agriculture sector between 2013 and 2017 was 10.95%. On the other hand, the Services Sector grew from 6.57% in 2015 to 10.55% in 2016 and to 15.97% in 2017 as shown in table 1.3 and figure 1.5 below; 20 OKOWA’S SCORECARD The average growth in the Services sector between 2013 and 2017 was 11.11%. With the return of peace and demonstrable effort by this administration to sustain peace in the Niger Delta Crude oil production increased and this coincided with the increase in prices in the international market which led to significant growth in the industrial sector. The sector grew from -21.88% in 2015 to -14.68% in 2016 and a huge positive growth of 68.66% in 2017. As shown in Table 1.4 and figure 1.6 & 1.7 below:- OKOWA’S SCORECARD 21 The average growth in the Industrial sector between 2013 and 2017 was 2.34%. Overall our State GDP grew in absolute figure in 2017 to N4.058Trillion surpassing our 2013 level of N3.859 Trillion. Our State has therefore turned the bend decisively and it can only get better.
