Staff Reports/Departmental Updates 20 - 21 a) Development Services 162-2019 Construction Details - September 2019 THAT Council receives for information the Construction Details report – September 2019 as prepared by the Development Services Assistant 22 b) Development Services 163-2019 Planning Report That Council receives the Planning Report as prepared by the Development Services Assistant for information c) Public Works 23 - 29 d) Finance/Treasury Page 1 of 81 Page 165-2019 Tax Sale That Council for the Township of Central Frontenac accept this tax sale report for information purposes only. 30 - 34 e) Administration 166-2019 - Letters of Support – Cogeco and Broadband Internet and Telecommunications Services WHEREAS recent provincial and federal funding has been allocated to improve rural connectivity to broadband services; AND WHEREAS the Council for Central Frontenac acknowledges internet and broadband connectivity as critical components to the local economy and quality of life for rural residents AND WHEREAS Cogeco has announced that Central Frontenac is one of the areas prioritized for its Cogeco Connexion project; AND WHEREAS Cogeco is seeking support of the municipality to demonstrate to the government bodies the need for improved high speed and telecommunications in our township; NOW THEREFORE BE IT RESOLVED that the Council for the Township of Central Frontenac supports the Cogeco Connexion project, and directs the Mayor sign the letter to Cogeco Connexion indicating our support to the connexion project and the letter addressed to Mr. Claude Doucet, at the Canadian Radio-Television and Telecommunications Commission supporting Cogeco’s review of mobile wireless services in Canada. 35 - 50 f) Administration/Planning 167-2019 County of Frontenac – Response to Provincial Policy Statement Review WHEREAS the Province is proposing changes to the Provincial Policy Statement and is seeking consultation from the public, the deadline for which is October 21, 2019; AND WHEREAS the County of Frontenac has endorsed the recommendations and comments submitted by its Planning Advisory Committee, AND WHEREAS the comments and recommendations submitted on behalf of the County are relevant and important to the economic well- being of Central Frontenac Township; NOW THEREFORE BE IT RESOLVED that the Council for the Page 2 of 81 Page Township of Central Frontenac receives and endorses the recommendations and findings in County Council Report 2019-098; AND FURTHER THAT Council direct staff to submit a copy of this resolution to the Environmental Registry of Ontario to formally support the comments and recommendations contained in the County of Frontenac's submission. 8. Mayor's Remarks a) Mayor Smith welcomed everyone to the newly renovated Piccadilly Hall. Trails Day on September 15 was a success and well attended despite the rain. There were approximately 170 people from all over attending. Congrats to District 3 recreation committee, Trails committee and Bill and Rosemarie Bowick for their hard work and dedication. North Frontenac Little Theatre open house is this Friday. Notice from North Frontenac Telephone Company to enrol online for information relating to receiving fibre to the home. OCIF grant has been confirmed for the reconstruction of streets in the Village (Elizabeth, Garrett and Robert streets and sidewalks/catchbasins). The Federal share is 60% up to 1,899,000. The province will contribute 33% up to $1,100,000. 6. Deferred Items None 7. Staff Reports/Departmental Updates a) PUBLIC WORKS 150a-2019 RECYCLING UPDATE Steve Keeley and Steve Gould brought forth the Public Works report. Councillor MacDonald asked whether there will be more stringent cleaning requirements. The contract does penalize the township if the material is contaminated. S. Gould indicated the biggest change will be the stretchable plastic bags and film now go in with paper. Councillor Cameron noted the date on the flyers was incorrect and should read October 21, not October 14. Councillor Dewey asked if the township still stockpile hard plastics and use for cover. Steve Gould indicated that hard plastics go in garbage now. We don't use for cover. Carried d) FIRE/EMERGENCY SERVICES 152-2019 Fire Department Activity Report A/Manger of Emergency Services/Fire Chief Jamie Riddell presented the Fire /Emergency Services Reports. Councillor MacDonald asked if the stats in future can be broken down by station. Councillor Dewey asked if the medical calls were ones where they responded in lieu of paramedics. J. Riddell explained the tiered response system, and that firefighters are called if response time is more than 15 minutes.
