DELEGATIONS Report To: Mayor and Council From: City Clerk Subject: Delegation Request re: STARS Funding Meeting: Regular Council Meeting Meeting Date: September 14, 2020 At the June 8 meeting, Council received a letter from STARS outlining their proposal for a voluntary municipal levy to support their services. Members of Council expressed interest in hearing from the STARS representative and a delegation was scheduled for this meeting. Administration notes that the City currently has a standing policy that it does not provide charitable donations to any organization, and if Council wished to pursue this proposal further, an amendment to this policy would be required. Procedure for a Delegation (excerpt from Procedure Bylaw No. 3/2015): Delegations 23. (1) Delegations wishing to speak to Council shall submit a written application to the City Clerk by 12:00 p.m. of regular office hours on the Thursday before the next regularly scheduled Council meeting at which the delegation wishes to speak. Such communication shall outline concisely the subject matter which the delegation wishes to place before Council. (2) Spokesperson for any one delegation shall be limited to one, except where Council otherwise permits. (3) Each delegation shall be limited to a maximum of 15 minutes to make its presentation, but the delegation shall be permitted a reasonable time to reply to any questions or concerns raised following the presentation. (4) The City Clerk may refuse to place any request to speak on the agenda of Council if subsection (1) is not followed. (5) If the written presentation deals with an administrative matter, the presentation and the ratepayer shall be referred to the appropriate member of Administration. (6) If the written presentation deals with a policy matter requiring action by Council, the written presentation will be provided to Council. Council will have the option to invite the presenters to speak to the matter if Council deems it advisable or helpful in making its decisions. Council will retain the option of making a decision without inviting verbal representations. (7) Notwithstanding Subsections (1) if, in the opinion of the City Clerk, a communication or an application to speak to Council, is scandalous, criminal or offensive to the accepted rules of addresses to an elected body, the City Clerk shall refer the matter to a meeting of Council in camera for direction as to its disposition. Since 1985, we’ve provided people the care they need when they need it the most. Whether it’s offering hands-on training to rural medical providers or providing rapid, emergency medical transportation for the critically ill and injured, we work to anticipate and act when people need our help. 2019/2020 YEAR IN REVIEW COVID-19 TIME IS SURVIVAL Saving lives requires saving time. Flying helicopters shortens long distances, and patients begin receiving care immediately from our paramedics, nurses and transport doctors. The STARS Emergency Link Centre coordinates hundreds of calls each week, helping our crew locate and begin to care for patients faster.
