GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 23 TO BE ANSWERED ON THE 21ST JULY, 2015/ASHADHA 30, 1937 (SAKA) VACANCIES IN POLICE DEPARTMENTS 23. SHRI BADRUDDIN AJMAL: Will the Minister of HOME AFFAIRS be pleased to state: (a) the number of posts lying vacant in the police departments of various States along with the reasons therefor, rank and State-wise; (b) whether the Government has issued any advisory to the States and police departments in this regard; (c) if so, the details thereof and the reaction of the States and police departments thereto; and (d) the other steps taken by the Government to fill all the vacancies in a time-bound manner particularly in those States affected by communal violence, insurgency and naxalism? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HARIBHAI PARATHIBHAI CHAUDHARY) (a): As on 1.1.2014, against a total sanctioned strength of 22,83,646 posts of police personnel in different grades, only 17,22,786 Police personnel were in position leading to a shortfall of 5,60,860 personnel. The State-wise details are at Annexure. (b) to (d): Ministry of Home Affairs vide its advisory dated 9th September, 2014 has advised all the States/Union Territories to initiate a time bound action plan to fill up the existing vacancies in the State Police and review the existing sanctioned strength of Police personnel at all levels. As ‘police’ and ‘public order’ are State subjects, as per Seventh Schedule of the Constitution of India, it is primarily the responsibility of the State Governments to ensure adequate provision of police personnel ….2/ -2- L.S.US.Q.NO.23 FOR 21.07.2015 in respective States. The Central Government has been advising the States to fill up the vacancies with a view to meet expectations of the people.
