M2 JUNCTION 5 IMPROVEMENTS DETAILED MODIFICATION MOD-1 Amendments required to the Made Side Roads Order and Made Compulsory Purchase Order THE HIGHWAYS ENGLAND (A249 TRUNK ROAD STOCKBURY ROUNDABOUT IMPROVEMENTS) (SIDE ROADS) ORDER 2019 THE HIGHWAYS ENGLAND (A249 TRUNK ROAD STOCKBURY ROUNDABOUT IMPROVEMENTS) COMPULSORY PURCHASE ORDER 2019 JANUARY 2020 HE551521-ATK-LHA-XX-LN-ZL-000020 C01 DETAILED MODIFICATION No.1 Details of Modification Engineering Changes A 4m wide field access would be provided on the same line as the existing access to be stopped up by the published SRO, referenced as 1/4. The proposed infiltration pond would be reconfigured in a northerly direction to enable the replacement field access to be provided along the same line as the original access. The extent of the eastern tie-in works to Oad Street would be reduced by 20m. The reduction in the scheme boundary along the Oad Street widening section between approximate Chainages 50m to 200m to minimise land take impacts. The layout of the proposals at Oad Street as per the preliminary design is shown in Figure 1 below. Figure 1: Extract from PCF Stage 3 Preliminary Design – Engineering General arrangement, ref. HE551521-ATK-HGN-XX_ML-SK-CH-001005_C04 Further details of the proposals and its environmental assessment are located in the Environmental Statement Addendum ref. HE551521-ATK-EGN-XX-RP-LM-000002. Reasons for Modification No. 1 This modification as shown on sketch HE551521-ATK-HGN-XX_ML-SK-CH-001005_C04 has been requested by the affected landowner – Mrs Mary Evans (Whipstakes Farm) and her Agent - Mr Sam Snart of Hobbs Parker Property Consultants, through a meeting with the Project team on 28 August 2019. Agreed actions from that meeting were summarised in minutes included in Appendix B. The modification is to provide an access to title K644086 as an existing access to this field would be stopped up by the published SRO. The access to be stopped up is marked as 1/4 on SRO Site Plan 1. This replacement access would also avoid the need to use the existing alternative access through Chestnut Wood ancient woodland. The affected landowner requested that the new access is located in close proximity to the existing access to be stopped up. Mrs Evans has also requested that the CPO does not impact the area directly in front of her garage. This would involve amending the design of the Oad Street improvements to relocate the proposed tie-in location to the west to avoid impacting the area in front of the garage. Mrs Evans has also expressed concerns about the impact of the proposed Oad Street widening and the need to relocate the existing boundary hedge and impact her land. The Oad Street improvements are required to provide a DMRB compliant highway cross section for two lanes of a total width of 7.3m and to provide a safer layout over a length which is currently constrained by the existing boundary hedge. However, the area behind the translocated hedge, within the published CPO could be reduced, with some minor amendments to the landscaping mitigation design HE551521-ATK-LHA-XX-LN-ZL-000020 C01 The Orders Affected This modification would change the following Orders which were published on the 13th June 2019: The Highways England (A249 Trunk Road Stockbury Roundabout Improvements) (Side Roads) Order 2019 The Highways England (A249 Trunk Road Stockbury Roundabout Improvements) Compulsory Purchase Order 2019 MODIFICATIONS TO THE PUBLISHED SIDE ROADS ORDER ORDER: There are no amendments required to the Order text. SCHEDULE: Amendments are required to the Schedule to reflect those parts which have been impacted by the revised design, as follows: 1. Private means of access to be stopped up – Add in new access reference “1/4a” opposite the description of the private means of access to be stopped up referenced 1/4. The amendments required to the Schedule are shown in Appendix C. PLANS COVER AND KEY PLAN: There are no amendments required to the Cover or Key Plans. SITE PLAN 1: Amendments are required to the Site Plan 1, as follows: 2. Amendment of Highway to be Improved hatching at the eastern tie in to Oad Street to reflect the revised design. 3. Amendment of Highway to be Improved hatching at and either side of the proposed access position to reflect the revised design. 4. Addition of new PMA referenced “1/4a”.
