SECTION V - LAW ENFORCEMENT EMPLOYEE DATA 173 Law Enforcement Employment Information The employment rate for law enforcement personnel is calculated as follows: number of employees x 1,000 = employment rate jurisdictional population EXAMPLE: A department with 60 employees in a population of 51,000 has an employment rate of 1.2 per 1,000 inhabitants: 60 x 1,000 = 1.2 per 1,000 inhabitants 51,000 Law enforcement employment rates should not be correlated with index crimes, non-index offenses or the service-related activities performed by law enforcement officers. Service related activities account for over 80 percent of the officer’s workload which usually remain unpublished. Each community should consider all the factors related to the causes of crime and determine the role of the law enforcement department relative to crime and to required services.
