SELECTION OF CONSULTANTS BY BENEFICIARIES OF FINANCING FROM THE AGENCE FRANCAISE DE DEVELOPPEMENT (AFD – French Development Agency) REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES Country: Republic of Ghana Areas: Ministry of Local Government and Rural Development (MLGRD) and four (4) Metropolitan and Municipal Assemblies namely: Kumasi Metropolitan Assembly, Sekondi - Takoradi Metropolitan Assembly, Tamale Metropolitan Assembly and Ho Municipal Assembly Project: Ghana Urban Management Pilot Programme (GUMPP) Thematic issue: Support to urban development in Ghana Project No: CGH 1089 1. Background information on GUMPP: The Republic of Ghana has received financing in the form of loan from the “Agence Française de Développement” (AFD – French Development Agency, and intends to apply part of the proceeds for the consultancy services for the detailed designs and construction supervision of priority projects in the 4 MMDAs listed above. The GUMPP is a pilot programme taking place in four secondary cities in Ghana: three Metropolitan District Assemblies (Kumasi in Ashanti Region, Sekondi – Takoradi in Western region and Tamale in Northern Region) and one Municipal District Assembly (Ho in Volta Region). It seeks to promote a comprehensive / city-wide approach to urban issues, within the framework of the draft National Urban Policy (NUP) and its action plan. The general objectives of the GUMPP are to: a) implement urban development programmes in four secondary cities allowing for a widespread access to essential services at the desired level and quality; b) build the financial, management and ownership capacities of the four selected Metropolitan, Municipal and District Assemblies (MMDAs); c) support economic activities and enhance the revenue collection capacity of local governments for increased local internally generated funds (thus increasing the share of own- financed investments); d) strengthen MMDA’s urban planning capacities, thus limiting the negative impact of urban sprawl on peripheral eco-systems. The intended programme is targeted at providing infrastructure in the four cities – Kumasi, Sekondi - Takoradi, Tamale and Ho: The consultancy services under GUMPP is divided into two zones namely the Southern Zone comprising Ho and Sekondi -Takoradi and the Northern Zone made up of Kumasi and Tamale. The projects in the various zones for design and construction supervision are as follows. Request for EOI – GUMPP, MLGRD Southern Zone: A. Sekondi -Takoradi Metropolitan Assembly – Western Region of Ghana 1. Upgrading Kokompe Industrial Enclave 2. Construction of an Integrated Social Centre – Effiakuma B. Ho Municipal Assembly – Volta Region of Ghana 1. Reconstruction of Ho Central Market 2. Environmental sanitation project: Construction and Management of Landfill Site, improvement of City Waste Collection and provision of Public Latrines Northern Zone: C. Tamale Metropolitan Assembly – Northern Region of Ghana 1. Upgrading ABOABU Market and Heavy Goods Vehicle Park 2. Rehabilitation of Tamale Abattoir 3. Construction of School and Public Toilet Facilities 4. Upgrading Tishiegu and Moshie Zongo Local Communities D. Kumasi Metropolitan Assembly – Ashanti Region of Ghana 1. Redevelopment of New Agogo (Atonsu) to Southern Trading Centre 2. Redevelopment of Old Tafo Market 3. Redevelopment of Asawase Satellite Market The services include: - preparation of feasibility studies, detailed technical designs, relocation plans etc, in line with national and international standards - To prepare bills of quantities and tender documents for the work contractors to be procured at the Metropolitan and Municipal Assemblies for the execution of physical projects, including development of detail designs for the works contracts - Provide project monitoring and supervision of implementation of complex municipal / urban infrastructure projects. The MLGRD, on behalf of the Republic of Ghana, now invites consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Applicants are to submit one (1) original and three (3) additional copies of their EOI document. The envelope should also contain a CD with a soft copy of the EOI The MLGRD will prepare a short list of about six candidates to be pre-selected on the basis of the expressions of interest received to whom the Ministry will send a Request for Proposals to perform the services. Expressions of interest must be delivered to the address below by 11th January, 2013 not later than 4.00pm local time. The Ghanaian Ministry of Local Government and Rural Development (MLGRD) will prepare a short list of four to six candidates to be pre-selected on the basis of the expressions of interest received to whom the Ministry will send a Request for Proposals to perform the services.
