March 23, 2020 The Honorable Brian Pallister His Worship, Mayor Brian Bowman Premier of Manitoba Mayor’s Office Room 204 Legislative Building 510 Main Street 450 Broadway Winnipeg, Manitoba Winnipeg, MB R3C 0V8 Re: Continued Tendering of Public Projects Dear Premier and Mayor, Manitoba is entering into unprecedented territory and we commend your respective leadership in addressing the COVID-19 virus pandemic. We are concerned that the uncertainty created by the COVID-19 virus may cause governments and Crowns to reduce or suspend capital projects being advanced to the public tender and contract award stage. Respectfully this is not necessarily required. The below named business organizations representing a broad sector of Manitoba’s economy and thousands of women and men they employ including the design and construction community, seek your assurance that subject to science, medical advice and appropriate workplace safety measures being in place, the Provincial Government and City of Winnipeg, will continue to advance the design, tendering and contract awards of public sector construction projects. We recognize that appropriate safety measures are required at each stage of construction projects, and we are well underway in ensuring those are in place to respect advice from public health agencies. The construction sector is well placed to achieve required and suggested safety precautions. The construction sector employs 50,000 Manitobans and contributes approximately 7% of the provincial GDP. It is important that as much of the economy as possible remains active at this time. The industry wants to help maintain Manitoba’s economy and be in the best place possible to facilitate a quick recovery after the worst of the pandemic is over. Continuing provincial and municipal capital projects is one way to maintain economic activity and contribute to the GDP. We thank you for understanding our perspective. We are ready and willing to assist your respective governments and the Manitoba economy.
