SubjectIndex ........................................................... 264 (iii) INTRODUCTION TheConstitutionofIndia,underarticles74and75,providesfora CouncilofMinisters.Article74(1)readsthat ‘thereshallbeaCouncilof MinisterswiththePrimeMinisterastheheadtoaidandadvisethePresident who,shall,intheexerciseofhisfunctions,actinaccordancewithsuch advice’.ThePrimeMinisterisappointedbythePresidentandtheother MinistersareappointedbythePresidentontheadviceofthePrimeMinister. TheCouncilofMinistersisdrawnfromboththeHousesofParliament. However,underarticle75(3)oftheConstitution,itremainscollectively responsibletotheHouseofthePeople, i.e.theLokSabha. Normally,apersonhastobeamemberofeitherHouseofParliament tobeaMinister.However,undertheConstitution,thereisnobartothe appointmentofapersonfromoutsidetheParliamentasaMinister.But suchapersoncannotcontinueasaMinisterformorethansixmonths unlesshe/shesecuresaseatineitherHouseofParliament(byelectionor nominationasthecasemaybe).Article75(5)states “AMinisterwhofor anyperiodofsixconsecutivemonthsisnotamemberofeitherHouseof ParliamentshallattheexpirationofthatperiodceasetobeaMinister ”. Someoftheinstancesofnon-MPshavingbeeninductedintotheUnion CouncilofMinistersareDr.TrigunaSenin1966,ShriShantiBhushanin 1977,JusticeH.R.KhannaandShriS.N.Kackerin1979,ShriArjunSingh in1985,ShriBirBahadurSinghin1988,ShriDineshGoswamiand Prof.M.G.K.Menonin1989,Dr.RajaRamannain1990,Dr.Manmohan SinghandShriSharadPawarin1991,ShriYogendraK.Alaghand ShriBalwantSinghRamoowaliain1996andShriArunJaitleyin1999. Incidentally,ShriP.V.NarasimhaRaoandShriH.D.DeveGowdawerenot membersofParliamentatthetimeoftheirappointmentasPrimeMinister ofIndiaon21 June1991and1 June1996,respectively. TheConstitutiondoesnotclassifythemembersoftheCouncilof Ministersintodifferentranks, viz.thatoftheCabinetrank,thatofthe MinisterofStaterankandthatoftheDeputyMinister.Allthishasbeen donefollowingtheBritishpracticeandinviewofadministrative convenience.Section2oftheSalariesandAllowancesofMinistersAct, 1952,has,however,accordedlegislativesanctiontosuchclassificationin theIndiancontext.TheActdefines ‘Minister’asaMemberoftheCouncil ofMinistersbywhatevernamecalledandincludesaDeputyMinister. (v) TheCabinetMinistersareheadsoftheirMinistriesandareaccountable tothePrimeMinisterandthroughhimtothePresidentandtheLokSabha. TheMinistersofStateareoftwocategories:someofthemaregiven IndependentChargeofMinistries/Portfolioswhileothersareattachedto thePrimeMinister/CabinetMinistersforassistingtheminthedischargeof theirMinisterialfunctions.TherearealsoDeputyMinisters/Parliamentary SecretarieswhoseprimaryfunctionistoassisttheirseniorMinisters/ PrimeMinister. Thisbrochureisacompilation,inacompactandconsolidatedform, ofthenamesofvariousMinistersandtheirportfoliosfromtimetotime sinceIndia’sIndependenceandcoverstheperiodupto28August2015.The nameofeachmemberoftheCouncilofMinistersfindsaplaceunderthe ranklastheldbyhim/herexceptthatofShriGulzariLalNandawhohas beenincludedamongthePrimeMinisters.Itmaybenotedthatfrom 15August1947to26May2014,(thedateofdissolutionoftheCouncilof Ministers),therehavebeen14PrimeMinisters,includinganactingPrime Minister;sevenDeputyPrimeMinisters,(twoofwhom, viz.ShriMorarji DesaiandShriCharanSinghsubsequentlybecamePrimeMinisters); 302CabinetMinisters;eightMinistersofCabinetrankbutwhowerenot membersoftheCabinet(theseMinisterswereofthesamerankasthatof theMinistersofState); 61MinistersofStatewithindependentcharge; 323MinistersofStateattachedtothePrimeMinister/CabinetMinisters and 69DeputyMinisters. PanditJawaharlalNehru,thefirstPrimeMinisterofIndiaservedin thatcapacityforthelongestperiodof16years,9monthsand13daysin anuninterruptedmanner.ShriAtalBihariVajpayee,duringhisfirsttenure asPrimeMinisterfrom16Mayto1June1996,hadtheshortesttermso farofonly17days.Amongothers,ShriGulzariLalNandaservedasacting PrimeMinisterfortwobrieftermsof14dayseach:firstfrom27Mayto 9June1964andagainfrom11Januaryto24January1966.ShrimatiIndira Gandhihadthedistinctionofbeingthefirstandsofartheonlyladyto assumetheofficeofthePrimeMinisterofIndia.Sheremained PrimeMinisterfirstforaperiodof11yearsandtwomonths—from 24January1966to24March1977andlaterfrom14January1980to 31October1984for4years,9monthsand18days.Asregardsothers, ShriMorarjiDesaiservedasPrimeMinisterfor2years,4monthsand 5days(from24March1977to28July1979)andShriCharanSinghheldthe officefor6monthsand18days(from28July1979to14January1980); ShriRajivGandhifor5years,1monthand2days(from31October1984 to2December1989);ShriVishwanathPratapSinghfor11monthsand 8days(from2December1989to10November1990);ShriChandraShekhar for7monthsand11days(from10November1990to21June1991);and ShriP.V.NarasimhaRaofor4years,10monthsand26days(from21June1991 to 16 May 1996). Shri Atal Bihari Vajpayee was succeeded by Shri H.D. Deve Gowda, asthe12thPrimeMinisterofIndiaon1June1996.ShriH.D.DeveGowda (vi) remainedinofficefor10monthsand20days(from1June1996to 21April1997)whilehissuccessorShriI.K.Gujralstayedfor10monthsand 28days(from21April1997to19March1998). DuringhissecondtenureasPrimeMinister,ShriAtalBihariVajpayee remainedinofficefor1year,6monthsand24daysfrom19March1998 to13October1999andinhisthirdtermShriVajpayeeheldtheoffice from13October1999to22May2004. Dr.ManmohanSinghinhisfirsttermasPrimeMinisterassumedthe officeon22May2004andheldtheofficeupto22May2009.Duringhis secondtermDr.ManmohanSinghheldtheofficefromon22May2009to 26May2014. AmongtheCabinetMinisters,ShriJagjivanRamservedassuchforthe longestperiodof32yearsexceptforabriefinterregnumofonemonth and26days.Ontheotherhand,JusticeH.R.Khannahadthebriefestever tenureasaUnionMinisterwhichlastedonlyforfivedaysfrom30Julyto 3August1979whenheresignedfromtheCouncilofMinistersheadedby ShriCharanSingh. Changes/reshufflesareeffectedintheUnionCouncilofMinistersfrom timetotimebythePrimeMinisters.DuringthePrimeMinistershipof ShriRajivGandhi,therewere36occasionswhenchanges,includingsix majorreshuffles,wereeffectedintheCouncilofMinisters.Duringthe secondtenureofSmt.IndiraGandhiasPrimeMinisterfromJanuary1980 toOctober1984,therewere28changesintheCouncilofMinisterswhich included8majorreshuffles.HerfirsttenureasPrimeMinisterfrom 24January1966to24March1977hadchangesonasmanyas39occasions, including8majorreshuffles.PanditJawaharlalNehru’sentiretenurehad 63occasionsofchanges,including8majorreshuffles.ShriLalBahadur
