Saxby All Saints Parish Council Minutes of the Parish Council Meeting held on Wednesday 11 th March 2020 at 7.15pm in Saxby All Saints Village Hall Present Cllr Andrew Simpson (Chair) Cllr C Barton Cllr D Fagge Cllr P Leitch Cllr G Mitchell 2 members of the public Public Participation Parish Council VE 75 Day update (via Cllr Simpson): • 1940s singer has been booked. • In the process of arranging for two military vehicles to be present. • Battle of Britain Memorial Flight – flypast has been requested. Worlaby Parish Council has also put in a request. RAF have not finalised routes yet but normally endeavour to cover as many areas as possible. • SSAFA, the Armed Forces charity will be the nominated charity. • Resident suggested a plant stall to raise funds for SSAFA. • Cllr Fagge confirmed that the church service collection will be donated to SSAFA. • Donations will be received for afternoon tea. • Cllr Mitchell is obtaining prices for decorative memorial benches. • NLC are offering a grant pf up to £250.00. Wilder Ancholme Project – resident advised that they had attended the launch event. https://www.ukeconet.org/ancholme_intro.html . The project is working with farmers as a collective and looking into matters such as summer grazing, winter flooding etc. Extent of project to include both sides of the Ancholme. In relation to the project, Cllr Fagge has a meeting to discuss the Bluebell Wood planting. Additionally, in April/May 2020, Look North will be filming in the wood. 110320/1 Apologies Cllr G Jobling. 110320/2 Declarations of Interest a) No declarations of interest by any member of the council in respect of the agenda items listed. b) No dispensations given to any member of the council in respect of the agenda items. 110320/3 Minutes of Previous Meeting The minutes of the meeting held on the 5th February 2020 were approved by members and signed by the Chairman. Proposed: Cllr Barton, seconded: Cllr Fagge. 110320/4 Reports from Ward Councillor(s) None present. 110320/5 Highways/Footpaths/Public Right of Way a) Updates on the following and action resolved: • New village name sign – awaiting contact from NLC. • Saxby Mill Lane, Danns Hill and North Carr Lane repair works - ongoing. Signature____________________ Date_________________ Saxby All Saints Parish Council • North Carr Lane – due to recurrent flooding, the PC has requested that the drains are cleaned. NLC have confirmed that a tanker will attend soon. • Speeding through the village – a resident has reported that incidences are increasing. It was noted that the village is a low priority for the mobile camera van. The Humberside Police and Crime Commission are spearheading an initiative called Community Speedwatch. Volunteers (16) have been recruited from the Low Villages and they will be trained to operate a speed detection device. In the meantime, Cllr Simpson advised that if there are persistent speeders i.e. same time every day, residents can refer the matter to the police. • NLC offer of transference of responsibility for grass cutting to town and parish councils – Clerk will request extension to the end of April 2020. b) Notification of other issues - none. 110320/6 Police Matters/Neighbourhood Watch/NAT • Claire Welford, Engagement Officer (North Lincolnshire), Office of Police and Crime Commissioner will attend the quarterly Low Villages Forum meetings. • No Neighbourhood Watch update. • Village Facebook group has reported that cars have been broken into in South Ferriby. 110320/7 Planning a) No applications made to North Lincolnshire Council. b) No decisions made by North Lincolnshire Council. c) Planning applications received after the agenda had been posted: PA/2020/313 – Beech House, Main Street Saxby All Saints – request to fell 2 leylandii and other trees. It was resolved to not include on the next agenda or request an extension to the consultation period from North Lincolnshire Council. Proposed: Cllr Simpson, seconded: Cllr Barton. 110320/8 Accounts The February/March 2020 accounts for payment and bank statements (see also Financial Reports) were approved by members and signed by the Chairman. a) The Low Villages Newsletter – 2020/2021 subscription - £100.00. b) Vision ICT – hosted email a/c May 2020 to April 2021 (Cllr Jobling) - £21.60. c) CPRE – Best Kept Village 2020 entry - £25.00. Proposed: Cllr Leitch, seconded: Cllr Mitchell. 110320/9 Grants/Donations Organisation: Saxby All Saints Flower Festival – 13 th to 14 th June 2020 Reason: Community event Request Amount: Unspecified Deferred pending receipt of more information. 110320/10 VE Day 75 – 8th May 2020 a) Planning update – Cllr Jobling not present – see Public Participation. b) Commemorative benches proposal – Cllr Mitchell suggested purchasing decorative benches and is awaiting costings. Resident donations would be welcome. Visible location preferred, perhaps near the telephone kiosk. NLC permission would be required if located on their land. Signature____________________ Date_________________ Saxby All Saints Parish Council 110320/11 Emergency Plan Deferred. 110320/12 Welcome Pack Cllr Mitchell advised that she would like children to be involved with the design of the front page with the stipulation that it should include ‘Welcome to Saxby All Saints’. The leaflet will not include too much information but will have meeting details, things to do, entertainment, pubs/restaurants and handy numbers (doctors, services etc). A flyer for the competition will be made and put in the notice board/newsletter. It was suggested that judging will take place on VE Day, possibly by Father David, and there will also be an opportunity for entries to be submitted prior to the day. Members were requested to bring further suggestions to the next meeting. 110320/13 Correspondence Correspondence received, noted and action resolved: i. Invitation to Wilder Ancholme Project launch event, 22nd February 2020. ii. NLC - Great British Spring Clean (20 th March – 13 th April 2020) – agreed as 28 th March 2020. Meet at village hall at 10.30am with 12.00pm finish. Tea and cakes. 15/20 volunteers anticipated. Clerk to contact NLC to arrange bags/pickers etc. iii. NLC - Events Risk Assessment Training - Wednesday 18 th March 2020 at St John's Market, Scunthorpe at 6.30pm. iv. CPRE Northern Lincolnshire - Best Kept Village 2020. v. NLC - Consultation on the North Lincolnshire Local Plan Preferred Options (commencing 14 th February 2020). vi. Environment Agency - Stakeholder Newsletter - February 2020. vii. NLC - North Lincolnshire Local Plan (2017 to 2036) – Preferred Options. viii. 3rd March 2020 Low Villages Forum Agenda. ix. Signature____________________ Date_________________ Saxby All Saints Parish Council b) Points from Councillors, questions or items of interest to note: • Low Villages Forum meeting – Cllr Simpson update: Ward Cllr Carl Sherwood agreed to investigate the matter of recurring flooding on the B1206. In Bonby, planning permission to erect 6 semi-detached dwellings, following the demolition of existing buildings on the site of The Haymaker has yet to be determined and there is no update regarding the chicken farm planning application. In Elsham, there is an outline planning permission request to erect eight semi-detached dwellings and construct access. Broadband service is getting increasingly poorer, especially, once the children have returned home from school. 18 th July 2020 Horkstow Fete. There is a Low Villages Facebook page for events etc. • Update to Emergency Plan to include pandemics. • Streetlights on Church Lane obscured by foliage. Clerk to report. • Parking outside South Ferriby School – hazardous parking on the blind bend.
