Vacancy (Early Years Community). TERMS OF REFERENCE 1. The role of the Forum is to consider and advise on the fairness of admission arrangements for schools in the relevant area, and in particular: (a) the extent to which the current admission arrangements in the relevant area serve the interests of looked after children, children with disabilities and children with special educational needs; (b) the effectiveness of any fair access protocol in place in the relevant area; (c) the effectiveness of any scheme for co-ordinating admission arrangements made or adopted in the relevant area and, where relevant, any adjoining local authority area; and (d) details of any other matters which affect the fair operation of admission arrangements for relevant schools in the relevant area. 2 A forum must— (a) advise the authority and the governing bodies of all voluntary aided and foundation schools in the area by 30 th November each year which persons or bodies in the area the forum considers have an interest in proposed admission arrangements for the purposes of regulation 12(2)(h) of the Admission Arrangements Regulations; (b) consider and advise on any proposed qualifying scheme for the co-ordination of admission arrangements referred to it by the authority pursuant to regulation 5 of the School Admissions (Co-ordination of Admission Arrangements) (England) Regulations 2008; (c) consider admission arrangements referred to it under regulation 12(2)(f) of the Admission Arrangements Regulations for the purposes of consultation and must consider whether to exercise its power to refer an objection to any such arrangements to the adjudicator pursuant to section 88H(2); (d) consider any composite prospectus published by the authority and advise the authority on whether this might be improved to raise the standard of information provided to parents; and (e) consider whether to produce a report for the purposes of section 85A(1A) AGENDA Appendices to reports- bulky appendices are published on the Website www.lambeth.gov.uk and can be obtained from report authors or at the meeting. All statutory elements must be complied with immediately, though there are some aspects of the Code, which will not come into practice until 2013. Summary of financial implications There are no implications which immediately impact on LA finances. Recommendations (1) That agreement is reached to whether this LA prioritises staff children or not to Lambeth community/voluntary-controlled schools and if so how that could be reflected practically in the admission arrangements. Context 1.1 The revised School Admissions Code and School Admission Appeals Code came into force on 1 February. 1.2 The School Admissions Code takes full effect on admissions arrangements being locally determined in respect of the pupil intake for the 2013/14 academic year and thereafter. However, for appeals lodged on or after 1 February 2012, these will be dealt with under the Appeals Regulations 2012 and the School Admission Appeals Code. 1.3 The Codes and supporting regulations are available to download from http://www.education.gov.uk/schools/adminandfinance/schooladmissions/a00195/current -codes-and-regulations . The School Admissions Code - Main changes • Increase in school PANs – A variation to increase a school’s PAN is not required to be referred to the Schools Adjudicators but admission authority schools must consult with governing bodies and must notify the LA of this. They are also allowed to admit above their pan in-year (sec 1.5 of the Code). • Section 1.32 (c) - Schools which band, or use any form of selection tests, must take reasonable steps to inform parents of the outcome of the test before the closing date (31 October). This could be seen as unfair by families who are applying for places at non-testing schools as they will be applying ‘blindly’ whereas other parents could, fairly accurately, determine whether they would/would not get a place at the testing school and decide where to apply with pre-informed knowledge. This could put pressure on schools (by parents) to have a banding test. • In-year - There is no requirement for local authorities to co-ordinate in-year applications for the offer year 2013/14 and all subsequent years, but they must: 1. Provide in the composite prospectus how in-year applications can be made and will be dealt with. 2. Local authorities must, on request, provide information to a parent about the places still available in all schools within its area, 3. LAs must also provide a suitable form for parents to complete when applying for a place for their child at any school for which they are not the admission authority. 4. Any parent can apply for a place for their child at any time to any school outside the normal admissions round. 5. Own admission authority schools must , on receipt of an in-year application, notify the local authority of both the application and its Page 10 outcome, to allow the local authority to keep up to date figures on the availability of places in the area.
