Quilop ··· 121 Contributors Scott Snyder is Director in the Center for U.S.-Korea Policy of The Asia Foundation and Pacific Forum CSIS, and is based in Washington, DC. Mr Snyder is an Adjunct Senior Fellow for Korean Studies at the Council on Foreign Relations. He spent four years in Seoul as Korea Representative of The Asia Foundation during 2000-2004. Previously, he has served as a Program Officer in the Research and Studies Program of the U.S. Institute of Peace, and as Acting Director of The Asia Society’s Contemporary Affairs Program. His publications include Paved With Good Intentions: The NGO Experience in North Korea (2003) (co-edited with L. Gordon Flake) and Negotiating on the Edge: North Korean Negotiating Behavior (1999). Mr. Snyder received his BA from Rice University and an MA from the Regional Studies East Asia Program at Harvard University. During 2005-2006, he was a Pantech Visiting Research Fellow at Stanford University’s Shorenstein Asia Pacific Research Center (APARC). He was the recipient of an Abe Fellowship, during 1998-99, and was a Thomas G. Watson Fellow at Yonsei University in South Korea in 1987-88. See-Won Byun is Research Associate with the Center for U.S.-Korea Policy at The Asia Foundation’s Washington, DC office. Previously, she assisted research for the Freeman Chair in China Studies at the Center for Strategic and International Studies and provided pro- grammatic support to the Center for Northeast Asian Policy Studies at The Brookings Institution. She was a Brent Scowcroft Award Fellow of the Aspen Institute’s Aspen Strategy Group foreign policy program in spring 2007. In Korea, Ms. Byun was a Program Officer for UN-university exchanges and served as Editorial Assistant at the Institute of East & West Studies while completing an MA in Chinese area studies at Yonsei University. She currently co-writes the China-Korea section of Comparative Connections, a quarterly pub- lication of Pacific Forum CSIS. Ms. Byun received a BA in economics from Brown University and MA in international affairs from The George Washington University, and studied international politics at Peking University in Beijing. Alexander Lukin is Director of the Center for East Asian and Shanghai Cooperation Organization Studies at Moscow State Institute of International Relations, a university of the Ministry of Foreign Affairs of Russia. He received his first degree from Moscow State Institute of International Relations in 1984, a doctorate in politics from Oxford University in 1997, and a doctorate in history from the Russian Diplomatic Academy in 2007. He worked at the Soviet Foreign Ministry, the Soviet Embassy to the PRC, and the Institute of Oriental Studies of the Soviet Academy of Sciences. From 1990 to 1993 he served as an elected deputy of the Moscow City Soviet (Council) where he chaired the Sub-Committee for Inter-Regional Relations. He co-authored Three Journeys through China with Andrei Dikarev (Moscow, 1989), and wrote The Political Culture of the Russian Democrats (Oxford University Press, 2000) and The Bear Watches the Dragon: Russia’s Perceptions of China and the Evolution of Russian-Chinese Relations since the Eighteenth Century (M.E.Sharpe, 2003) as well as numerous articles and policy papers on Russian and Chinese politics.
