[NP] Denotes that a breach of this rule will not be grounds for a protest by a boat. (Changes RRS 60.1(a)). [SP] Denotes a rule for which a standard penalty may be applied by the Race Committee without a hearing, or a discretionary penalty applied by the protest committee with a hearing. (Changes RRS 63.1, A4 and A5). [NP] [DP] PROCEDURES AND REGULATIONS REGARDING COVID-19 1.1. The procedures and regulations listed below are mandatory and supplementary to all other relevant Protocols and Regulations that have been or will be issued by competent government authorities, the GSS and the National Authority regarding COVID-19, as well as and those referred to in Article 2.12 of the notice of race and they have the status of a rule. Competitors are required to comply throughout the event with all the above mentioned protocols and regulations. 1.2. Competitors are required to submit all documents related to their registration and all procedures required or arising during their participation in the event (e.g. Submission of protests, etc.) only online (See SI 5 – NOTICES TO COMPETITORS - AEGEAN 600 - Sailing Instructions 1 COMMUNICATION). Only the presence of the person in charge of the boat (only one person) in the Race Office is excluded for the physical signing of the final participation statement and the other relevant statements (NoR 4 & 6.8). Any other physical presence in the Race Office is allowed only for exceptional reasons and after prior communication. 1.3. Each competitor (Owner, Skipper and crew member) as well as all those involved in the organization of the race are required to submit, by email ([email protected]) before Sunday July 4 2021 11:00, a valid vaccination certificate or a negative test for COVID-19: a molecular test (RT-PCR) that has been done 24-48 hours before the race or a Rapid Antigen Test (RAT) that has been done on the day of the race or if this is not possible, in the last 24 hours before the race or a Self-Test that has been done on the day of the race or if this is not possible, in the last 24 hours before the race. Athletes or staff with a confirmed history of COVID-19 infection who have recovered, will not be tested for COVID-19 for a period from 2 up to 9 months after a laboratory- confirmed positive result. This excludes cases where re-infection is suspected. In these cases, NPHO should be contacted. Athletes or staff with a valid vaccination certificate are not required to submit a negative test for COVID-19. Violation of the above will lead to their exclusion from the event. 1.4. Before boarding the boat, the competitors must responsibly declare to the other crew members that they do not present themselves and no one in their environment FLU SYMPTOMS (cough, runny nose, fever). The skipper of the boat keeps these statements of the absence of symptoms upon entering the boat (List of incoming – outgoing person onboard, provided by the organisers), which he submits to the Secretariat of the event, whenever requested. Failure to comply with this SI constitutes misconduct and as such is adjudicated by the International Jury. 1.5. It is not allowed for visitors and persons not included in the list of crew members to board the boats. 1.6. The organising Authority reserves the right to conduct sample checks for COVID-19 to participants in the "AEGEAN 600" throughout the event, inside the venue, using self tests. The number of competitors or boats that may be inspected is at the discretion of the organising Authority. 1.7. Reasonable actions by event officials to implement COVID-19 guidance, protocols, or legislation, even if they later prove to have been unnecessary, are not improper actions or omissions. 1.8. ORGANISING AUTHORITY The Hellenic Offshore Racing Club is organising the AEGEAN 600 Yacht Race, which will be held from Wednesday June 30 to Saturday July 10, 2021. 3. RULES 3.1. The event will be governed by the rules as defined in The Racing Rules of Sailing (RRS 2021 - 2024). 3.2. No National Authority prescription will apply. 3.3. Class Rules, Amendments, Bylaws and Interpretations, if and where applicable. In case of class starts, class rules may change RRS and rating rules. 3.4. Rating Rules 3.4.1. IRC Rule 2021, parts A, B and C. 3.4.2. IMS Rule 2021. 3.4.3. ORC Rating Systems Rule 2021 - Rules for ORCi & ORC Club. 3.4.4. MOCRA Rating Rule 2021. 3.5. The WORLD SAILING Equipment Rules of Sailing (ERS) 2021 – 2024. 3.6. The WORLD SAILING Offshore Special Regulations Category 3 plus Category 2 liferaft. When details of Special Regulations cannot be met the OA may accept an alternative. - Boats are reminded that AIS transponder (OSR 3.29.13) is mandatory for the Category 3 races. - The use of a Personal AIS is strongly recommended for all boats but it is mandatory for double handed classes. 3.7. From sunset till sunrise, Part B of the current International Regulations for Preventing Collisions at Sea (IRPCAS) will apply. This changes part 2 of the RRS. 3.8. The Notice of Race (NOR), the Sailing Instructions (SI) and their amendments. 3.9. In the event of a discrepancy between the NoR and Sailing Instructions, the Sailing Instructions take precedence (changes RRS 63.7). 3.10. If there is a conflict between languages, the English text will take precedence. 3.11. Changes to Rules 3.11.1. In the ORC Class, there shall be no limit on the number of rated headsails and spinnakers that may be carried in the race. Boats participating in both IRC & ORC Classes shall respect the maximum number of sails as indicated on their IRC rating certificate (please note NoR 2.11.3). 3.11.2. [DP] A spare mainsail may be on board but may not be used as a racing replacement. Its dimensions shall not exceed those certified, it shall have a minimum of one set of reef points and shall not be less in weight than the principal mainsail. It may only be used while racing as a genuine replacement in case of damage to the principal mainsail. Once replaced the primary mainsail may not be set again till after the finish of the race. Use of AEGEAN 600 - Sailing Instructions 3 the spare mainsail shall be logged and declared within 2 hours after the finish of the race to the Race Committee describing the circumstances and reasons for its use. The Person in Charge will be required to provide the damaged mainsail for inspection by the Technical Committee. 3.11.3. IRC boats may carry one more Spinnaker than the number stated in their IRC certificate. 3.11.4. IRC Rule 22.4.2 is deleted and replaced with: “The maximum number of crew on board shall be the Crew Number printed on her certificate. There is no weight limit.” Boats taking part in both IRC and ORC Classes will be limited to the crew weight stated on their ORC certificate as well as the maximum crew number on their IRC certificate. 3.11.5. Valid rating certificates shall be produced by the due dates specified in NoR 6.12. This changes RRS Rule 78.2. 3.11.6. Automatic and wind-vane devices for steering shall not be used, except for Double-Handed Classes. This amends IRC Rule 15 and RRS 52. If a double handed boat is also competing in another class, she shall not use automatic and wind-vane devices for steering. 3.11.7. If a boat competes in more than one class, she shall comply with the requirements of those classes. In case of dispute, she shall comply with the strictest of them. 3.11.8. Under World Sailing Test Rule DR21-01, change the definition Start as follows: Start A boat starts when her hull having been entirely on the pre-start side of the starting line, and having complied with rule 30.1 if it applies, any part of her hull crosses the starting line from the pre-start side to the course side either: a) At or after her starting signal, or b) During the last minute before her starting signal When a boat starts in accordance with item (b) of the definition Start, she may return to the pre-start side of the line to comply with item (a) of the definition of Start, but, if she does not, the starting penalty shall be 2% of her elapsed time added to it or at least 1 place, whichever is the greatest. 4. CLASSES 4.1. Boats will be divided in Divisions regarding the number of the participants and according to the Notice of Race requirements . 4.2.
