The site is currently used by Islington Health Care as part office and part storage/workshops in connection with their health service. The front part of the building is the offices with the rear part as the storage/workshops. 1.3 This Transport Statement considers both the existing and proposed uses on the site. 1.4 Firstly, in Section 2, the site and surrounding area are detailed before details of the existing uses on the site for offices and storage/workshops are given (in Section 3) including multi-modal trip rates and potential numbers. 1.5 Details are then provided in Section 4 relating to the proposed Apart-Hotel and residential dwellings including trip rates for the potential multi-modal trips. 1.6 Finally, the accessibility of the site is discussed in Section 5. 3 2.0 BRIEF DESCRIPTION OF THE SITE AND SURROUNDING HIGHWAY NETWORK 2.1 The site is located to the southeast of St. John’s Grove at its junction with Pemberton Gardens. The site is actually addressed as 1A, Pemberton Gardens although the access for the site is off St. John’s Grove. 2.2 St. John’s Grove, in front of the site, is a wide road with end on parking on the site side. St. John’s Grove/Pemberton Gardens are part of a 20 mph zone with traffic calming present to keep vehicle speeds low. 2.3 There is a raised table crossing point at the junction of St. John’s Grove with A1, Holloway Road on the St. John’s Grove entrance. Both St. John’s Grove and Pemberton Gardens are residential streets and both connect to A400 Junction Road at their western ends. There are zebra crossings across both St. John’s Grove and Pemberton Gardens immediately to the southwest of the site. 2.4 Holloway Road forms part of the A1 route from Central London towards the North Circular and M1 to the north. In the vicinity of the site it is a single carriageway road with commercial/retail units on both sides. There are bus lanes in both directions in Holloway Road past the end of St Johns Grove and a wide footpath on the southwestern side of the road in front of the shops adjacent to St. John’s Grove. 2.5 There are bus stops in Holloway Road approximately 120 metres from the site with a signalled pelican crossing across Holloway Road, immediately adjacent to Fairbridge Road. Also, approximately 150 metres from the site, is Upper Holloway railway station on the Gospel Oak to Barking London Overground line. 2.6 To the northeast is the Archway gyratory junction which also has the Archway underground station (approximately 350 metres from the site) at this location. 4 Signal controlled pedestrian facilities are available at the signal junction at the Archway gyratory to assist pedestrians to cross these busy roads to access bus and underground facilities. 2.7 Further bus services are available in Junction Road just to the south of Archway at approximately 400 metres from the site. Most of these same services are also accessible via St. John’s Grove, again, at approximately 400 metres from the site. 2.8 There are also further bus services on the gyratory in Highgate Hill again approximately 400 metres from the site. 2.9 The development, therefore, at 1A, Pemberton Gardens is in an appropriate location for accessibility by a choice of means of transport including walking, cycling and use of the public transport network, for a proportion of trips to and from that development. Details of the potential multi-modal trips to and from the potential uses of the site are given in later sections. 2.10 Further, details of the public transport network are also provided in a subsequent section. 5 3.0 EXISTING USE 3.1 As already indicated, the buildings on the site have been used by Islington Health Care as part office and part storage/workshops. These two elements have, therefore, been considered separately. 3.2 Firstly, the offices are understood to consist of a total of 387 sq. metres GFA. It is necessary firstly, to establish the relevant trip rates for offices. 3.3 It is possible, through use of the nationally recognised TRICS database, to establish the relevant trip rates, by mode of transport, for offices in the Greater London area. Please see Appendix B for copies of the relevant TRICS printouts. 3.4 From TRICS the relevant trip rates for the network peak hours of 08.00 to 09.00 hours and 17.00 to 18.00 hours have been established together with the daily trip rates. The relevant trip rates have been established for the following:- (i) No. of vehicles (ii) Vehicle occupants (iii) Pedestrians (iv) Cyclists (v) Public Transport (vi) Total people (i) Vehicles 3.5 From TRICS, the following trip rates can be established in order to calculate the number of vehicles that will be generated to and from the existing office element:- Arrivals Departures 08.00 – 09.00 hrs 0.158 0.039 17.00 – 18.00 hrs 0.048 0.182 Daily 1.444 1.301 The above trip rates are in vehicles/100 sq. metres 6 Please see Appendix B for the relevant TRICS printouts. 3.5 Applying these trip rates to the existing 387 sq. metres of B1 offices, the following traffic flows can be calculated:- Arrivals Departures Two-Way 08.00 – 09.00 hrs 1 0 1 17.00 – 18.00 hrs 0 1 1 Daily 6 5 11 (ii) Vehicle Occupants 3.6 It is also possible from the TRICS database to establish the trip rates for the total number of people that travel by vehicles to the site i.e., including passengers.
