MAcBETH The general management, regulation, and control of the Toronto Public Library are vested in a Board called the Board of Manage­ ment, and composed of the Mayor of the City, three persons appointed by the City Council, three persons appointed by the Public School Board, or Board of Education, and two persons by the Trustees of the Separate School Board. The representatives from the City Council and Board of Education hold office for three years, and those from the Separate School Board for two years, the representatives retiring in rotation at the end of their respective terms on the 31st of January. BANTON C l1a;nna11 L ;brary B oa rd , 1930 TORONTO PUBLIC LIBRARY Report of the Chairman of the Board of Management for the Year 1930 To the Members of the Toronto Public Library Board: The Public Library Board of Toronto sustained a severe loss in the sudden passing of its Chairman, the late Mr. E. J. Hathaway. Highly qualified and especially well equipped in scholarly attainment for the position he was called upon to fill, devoted to the Public Library cause, not only in Toronto, but for all Canada, he had endeared himself in the affections of all with whom his library work brought him in contact. The late Mr. E. J. Hathaway was first appointed to the Library Board as a representative of the Board of Education in January of 1923, succeeding Judge Denton. He was reappointed in 1926 and 1929. He served as Chairman of the Libraries and Finance Com­ mittee in 1929, and was elected Chairman of the Board for 1930, but lived to preside at but one meeting-a special meeting held late in February. His death occurred in the early morning of March 4th. Mr. Banton was elected to fill the unexpired portion of Mr. Hath­ away's term. Mr. J. C. M. MacBeth succeeded Mr. Hathaway as member of the Library Board representing the Board of Education. Among the outstanding events in the Library's history for the past year must be recorded the completion and opening to the public of the new Circulating Library on St. George Street. The new Library consists of an addition, or wing, to the present Reference Library building. It was formally opened to the public on the evening of Easter Monday, April 21st, by Mr. Norman B. Gash, as Chairman of the Building Committee, especially charged with the supervision of its erection. The meeting was presided over by the Chairman of the Board. As the Board's special guest of honor for this auspicious open­ ing of Toronto's finest Library, Professor Andrew Keogh, Librarian of Yale University and President of the American Library Associa­ tion, was invited to deliver the opening address. Addresses were also delivered by Mr. Justice Kelly, Dr. George H. Locke, M.A., and Hon. 5 and Rev. Canon H. J. Cody, and others, before a large and repre­ sentative audience, this occasion marking a "Red Letter Day" in the history of the Toronto Public Library. The expenditure on this important extension, together with the adjustments required in the main building, has, up to date, totalled $429,057.95. The architects responsible for the design and construction of this building were Messrs. Chapman & Oxley in association with Messrs. Wickson & Gregg. The new Runnymede Branch, in the west end of the City, was opened on the evening of Wednesday, November 12, 1930, by Mr. Banton, Chairman of the Board. The expenditure to date on site and building totals $72,412.00. The Architect, Mr. John M. Lyle. This building, described as one of the most beautiful branch libraries in Canada, has within the few months since its opening made a remarkable record in its circulation of books and in attendance of children at its weekly "Story Hour." The equipment and opening of the "Staff House" marks another important achievement in the work of your Board. This building, originally the residence of the late Dr. Charles McKenna, and adjoining the Reference Library building on the west, was pur­ chased in August of 1928, the City making a special grant of $35,000 for the purchase. A special reason for the acquiring of this property was to "square off" the property owned by the Library Board and so provide for future expansion. Repairs, alterations, painting and redecoration of the interior were undertaken, and the building furnished to fit it as permanent quarters for the staff, with cafeteria, rest-rooms, club-rooms, etc.
