The Collection included mostly correspondence, but it also contained maps, photographs and audiovisual materials. It will provide a rich resource for the students of Newfoundland political history. Custodial History: On 27 October 1983 the Hon. John Carnell Crosbie deposited his papers to the Archives and Special Collections. Restrictions: The Crosbie Collection is restricted for five years from 27 November 1983. This restrictions were reviewed in 1988 by the Archives and Special Collections and Mr. Crosbie, no restrictions remain on said material.There are no restrictions on access. Copyright laws and regulations may apply to all or to parts of this collection. Extent: 12.5 metres of textual, photographic, and cartographic material. Biography or History: John Carnell Crosbie (1931-), politician, was born in St. John's on 30 January 1931. Crosbie married Jane Ellen Furneaux 8 September 1952. They have three children, Chesley, Michael and Beth, nine grandchildren and one great-grandchild. Crosbie received his early schooling at Bishop Feild College, St. John's, and St. Andrew's College, Ontario. In 1953 he graduated from Queen's University with an Honours B.A., and in 1956 from Dalhousie University Law School with an Honours L.L.B. In that year he won the Viscount Bennett Fellowship from the Canadian Bar Association for being the top law student in London, England. While he attended university, he worked during the summers on two Newfoundland Royal Commissions in addition to summer employment in the Newfoundland Department of Municipal Affairs. In October 1958 he was admitted to the Newfoundland Bar. From 1964 to 1966 he served as a member of the St. John's Metropolitan Area Board. In November 1965 he won election to the St. John's City Council and became its Deputy Mayor. On 19 July 1966 he accepted an appointment as Minister of Municipal Affairs and Housing and resigned from the City Council. He subsequently won election in St. John's West in the 8 September 1966 Provincial Election. On 26 September 1967 he became Minister of Health, a position he held until he resigned on 14 May 1968 from the cabinet over policy disagreements with Liberal Premier Joseph R. Smallwood. He subsequently unsuccessfully challenged Premier Smallwood in 1969 for the leadership of the Liberal Party. He remained an Independent Liberal until June 1971 when he joined the Progressive Conservative Party. On 18 January 1972 he was appointed Minister of Finance, and Minister of Economic Development and President of TreasuryBoard in the Cabinet of Premier Frank Moores, following the resignation of the Smallwood Administration. After the 24 March 1972 Provincial Election Crosbie held only the Finance and Treasury Board Portfolios, but he did haveadministrative responsibility for several Crown Corporations, including Labrador Linerboard Limited, and the supervisionof the completion of the Come-By-Chance Oil Refinery. In October 1974 he became Minister of Fisheries and Minister ofIntergovernmental Affairs, the former he held until 10 October 1975 when Premier Moores shuffled his Cabinet after the 16September 1975 Provincial Election and made Crosbie Minister of Mines and Energy. After October 1975 he was alsoresponsible for Newfoundland and Labrador Hydro as well as being a Director of several Crown Corporations. In October1976 he entered Federal Politics as a Member of the House of Commons for St. John's West. In June 1993, Crosbie announced his retirement from public service. In October 1994, Crosbie was installed as Chancellorof Memorial University of Newfoundland and served as Chancellor until he became Lieutenant Governor of Newfoundland andLabrador in February 2008. Crosbie also practiced law as Counsel to the Atlantic Law Firm Cox and Palmer of St. John's. Crosbie and has received many awards including Officer of the Order of Canada in 1998. Crosbie's autobiography NoHolds Barred: My Life in Politics was published in 1997. Arrangement: As it was received by the University Library, the Crosbie Collection had a well-defined organization reflecting the different phases - political and administrative - of Crosbie's public career for the years 1965 to 1976. For instance, the pre-1972 material arrived in two large cardboard file drawers with files organized in the following manner: 1965 Municipal Election; Municipal Council Correspondence; 1966 St. John's West Election; 1966-1968 Ministerial Correspondence for the Departments of Municipal Affairs and Health; 1969 Liberal leadership files; and finally correspondence relating to the 1970-1971 activities of Crosbie and the Liberal Reform Group. For the 1972-1976 period Crosbie's correspondence was arranged by Ministerial responsibility in an alphabetical subject manner. This arrangement was confirmed by consultations with Mrs. Elizabeth Martin, Crosbie's personal secretary in public life for the years 1965-1976. Crosbie also kept separate files for the Come-by-Chance Oil Refinery and the Stephenville Linerboard Mill Projects, as well as for Newfoundland and Labrador Hydro. In many instances, a file may include correspondence from two or more administrative areas of responsibility. For instance a file may originate in 1972 in the Finance Department and end being used by Crosbie in the Mines and Energy Department. Such a file would then be categorized as a Mines and Energy file, 1972-1976, the reason being that it was last used by Crosbie in his capacity as Minister of Mines and Energy. Similarly, the Hydro files contain correspondence from the years 1972-1974 when Crosbie was Minister of Finance and were evidently used by him from 1975- 1976. Crosbie's many reports, studies, and background papers have also been sorted to reflect the various political and administrative phases of his public life. Cabinet Documents came to the Library as a separate entity from the rest of the correspondence and the original order hasbeen retained. Much of the Oversize Material was similarly separate from the correspondence files and a list of it hasbeen provided in series 9.0 and 12.0.
