The overall cost of the project covers 77,103,800 yua n. The Taibai National Forest Park stands inside Meixian county, the northern foot of Qinling mountains in the north -western Shaanxi province. Tangyu hot spring flows from the Araibai Mount. In recent years. the beautiful landscape. natural glacial topography.varieties of wild animal and vegetation resources, and the hot spring for convalescence attract more and more visitors and tourists. They are looking forward to an express way to link the tourist zone with Xian and Baoji. But the conditions of the existing roads to Tangyu are poor, uncoordinated with the tourist development. According to the need of local tourism , the government of Baoji city and the county council of Fufeng put forward a suggestion to build up a tourism - only highway between Jiangzhang and Tangyu at the 13th people's Congress of Shaanxi province. The suggestion was approved in principle and it will be carried out in the late years of the eighth 5-year plan as a key construction project- In April, 1994, Shaanxi Provincial Reconnaissance and Design Institute completed The Road Engineering Feasibility Report of Jiangzhang -Tangyu Highway. which was placed in Oct. on the 1994 World Bank Loan Applica- tion Project after the discussion with the World Bank. In Oct. 1994. Xian Highway Transportation University was asked by Shaanxi Provincial Communications Division to do the environment assessment of Jiangzhang-Tangyu Highway. In January, 1995. Shaanxi Provincial Environmental Protection Bureau held in Xian an opinion soliciting conference for the environmental assessment outline and approved it in the document of Shaanxi Environment Supervision (1995). In JanuaTy, 1995tthe first draft was finished. The environmental protec- tional expert ,Mr. Suzuki had a great suggestions to the report in April before the revision and submission to the World Bank and the Shaanxi provincial Environment Protection Bureau. The present sound environment materials in the assessment report come from monitoring on the spots by Xian Highway Transportation University. while the others from the environmental protection Dept. of the Unified Re- connaissance Research Institute of the Electric Ministry.
