CFE order dt. 21.01.2019. 2. CFO order dt. 08.05.2019. 3. Industry’s representation dt. 14.06.2019. 4. CFE Committee meeting held on 27.08.2019. The Board issued CFE vide reference 1st cited to M/s. Indian Oil Corporation Limited, Surareddypalem, Vallur (P.O), Ongole Mandal, Prakasam District for change in storage capacities of Petroleum products as following: Sl. Capacity Capacity after Name of the product (as per CFE Change in No. dt. 19.03.2013) Storage Tanks 1 Petrol (Motor sprit) 1362 KL 3054 KL 2 HSD 8100 KL 8254 KL 3 Superior Kerosene Oil 2800 KL -- 4 Ethanol 40 KL 458 KL 5 Bio Diesel -- 250 KL TOTAL 12302 KL 12016 KL While issuing above CFE order a condition was stipulated that the industry shall inform the SEIAA, AP regarding the proposed change in the storage capacities before applying for CFO. Subsequently, the Board issued CFO order vide reference 3rd cited duly stipulating a condition to obtain necessary amendment to the EC from SEIAA, AP before changing the storage capacity. M/s. IOCL vide reference 3rd cited requested the Board for waiver of the condition regarding EC as they are well within the threshold limits of Hazardous chemical storage capacity. File No.APPCB-11021/9/2019-TEC-CFE-APPCB In the mean while, the MoEF&CC, GoI, New Delhi vide S.O.1960 (E) dt. 13.06.2019 had omitted the Isolated storage & handling of hazardous chemicals (As per threshold planning quantity indicated in column 3 of schedule 2 & 3 of MSIHC Rules 1989 amended 2000) from the list of projects or activities requiring prior EC. Hence, EC is not required for isolated storage & handling of hazardous chemicals. The item was placed before the CFE Committee in the meeting held on 27.08.2019 and the Committee recommended issue amendment to CFE & CFO orders by the concerned sections duly deleting the condition relating to EC. The Board after careful scrutiny of the representation of the unit and recommendations of the CFE Committee, hereby issues amendment to the CFE order issued vide reference 1st cited as following: The condition No. 14 in the annexure to the CFE order issued vide reference 1st cited is deleted.
