Present: Town Mayor: Councillor Dr T Drye [in the Chair for Item PL01.00] Councillors: R Bellamy, J Davies, N Dibben, P Hussain, D Rowe, J Tiddy In attendance: Committee Clerk: S Rawlinson PL01.00 APPOINTMENT OF CHAIRMAN FOR THE ENSUING MUNICIPAL YEAR 2018/19 The Town Mayor opened the Meeting by requesting nominations for Chairman of the Committee. It was proposed and duly seconded that Councillor Nick Dibben be appointed. RESOLVED: that Councillor Nick Dibben be appointed Chairman of the Committee for the ensuing year. PL03.00 APPOINTMENT OF VICE CHAIRMAN FOR THE ENSUING MUNICIPAL YEAR 2018/19 Nominations were requested for Vice Chairman of the Committee. It was proposed and duly seconded that Councillor Daniel Rowe be appointed. RESOLVED: that Councillor Daniel Rowe be appointed Vice Chairman of the Committee for the ensuing year. PL04.00 DECLARATIONS OF INTEREST Councillor D Rowe - Other Interest in applications 18/00770, 18/00769 and 18/00865 as an acquaintance of the applicants. Councillor J Tiddy - Non pecuniary interest in Application 18/00484 as the applicant was a neighbour. PL05.00 PUBLIC PARTICIPATION The Civic Society of St Ives made the following comments: 18/00593/HHFUL - Mandera, Houghton Road - It is assumed the gates are to be electrically operated, the ‘In’ gates have the minimum length, 6m, to allow a car to stand off Houghton Road whilst the gate opens. However, the out gate only has 4.2m beyond the swept area and Houghton Road. This may result in a vehicle exiting hastily into the busy road to avoid the closing gates hitting the car. The gates should be a sufficient distance from the road to allow cars to wait in safety. 18/00659/HHFUL - 37 The Broadway - The proposal is respectful of the history and Chairman’s look of the house. The garage is a very generous size for a single car, however, it is Initials Page 3 of 22 PL20180517 MINUTE BOOK small for two classic cars. The proposed garage door location will make turning round a car difficult, even more so for a car parked on the grass-grid parking area, thus giving the driver a difficult choice, back in, drive out or drive in, back out. A resident of Needingworth Road made the following comments: Application 18/00666/FUL - 85 Needingworth Road - He had objections on several grounds, the main one being the enormous scale of the proposed development which extended to more than half the length of his rear garden fence and was overbearing due to its height and size. It was very close to his boundary and caused loss of light. He considered that contrary to the Heritage Statement, the removal of some mature trees would be necessary to accommodate the works. The Chairman thanked all those who had addressed the Committee for their comments. PL06.00 MINUTES RESOLVED: that the Minutes of the Meeting of the Planning Committee held on 25 April 2018 are confirmed as a correct record and signed by the Chairman.
