Region Ile-de-France PROJECTS FINANCED BY THE 2016 GREEN AND SUSTAINABILITY BOND EDITO When issuing its green and sustainability bond in June 2016, the Regional Council of Ile-de-France, over which I have the honour of presiding, undertook to present in detail, within twelve months, the projects that benefited from the funds raised. With this docu- ment, this commitment has been upheld, highlighting projects that are emblematic of actions of the Region, one of whose main mis- sions is to invest for sustainable and harmonious development for its territory. Through this reporting, the momentum driven by the Regional Council is demonstrated promoting the attractiveness of Ile-de- France, through its investments in the sectors of transport, educa- tion, higher education, research and the environmental transition. You will find a new and very structural project—the extension of the RER to the west (EOLE)—which was able to begin following the signature in 2016 of the financing protocol. It will link Paris to Mantes-la-Jolie by the mid-2020s and will directly benefit 1.4 mil- lion Ile-de-France residents. You will also find another key ability Valérie Pécresse, President of Region Ile-de-France of the Region that justified the adoption of a new multi-year invest- ment plan: the construction and renovation of six high schools, in line with the highest environmental standards, in order to cope with the population growth observed in Ile-de-France and to welcome the new high school students under the best possible conditions. In order to increase the effectiveness of its policies, the Region has also set up a wide-ranging programme of local actions to better integrate environmental and socio-economic aspects into its planning strategy. The development of this report also contributes to our desire to evolve our practices and those of our partners, in order to spread a culture of transparency in public action and evaluation, which is a strong expectation of citizens. Beyond that, this work is part of change in the financial markets, and illustrates the excellent positioning of the Paris financial marketplace and the ability of its players to innovate in the interest of promoting responsible development. This implementation report represents a significant collective effort, carried out by all the departments of the Region with their contractors. Contributors can be proud of this demanding, detailed and innovative document. Any reproduction of this document for public purposes, in whole or in part, is prohibited without the express written authorization of the Ile-de-France Region. 6 Projects financed by the 2016 green and sustainability bond PRESENTATION OF REGION ILE-DE-FRANCE As a leading French local authority, the Ile-de-France Region manages a budget of € 5 billion, the highest amongst French regions. Almost half of its budget is devoted to long term investment, promoting regional dynamism and attractiveness. The Region plays a key role to promote sustainable development initiatives on the territory. It is the competent authority setting strategic guidelines of local public actions on the territory: territorial development, transports using STIF, economic development, research and innovation, climate and energy, biodiversity, waste management. The Region is also committed to integrate sustainable development and social responsibility in all its activities across the different fields. As such, it sets the example in terms of governance and policies implemented for the territory and regarding its own practices, with for example the implementation in 2016 of new responsible purchasing policy. In this context, environment is at the heart of regional policies, with an ambitious and holistic roadmap focused on territories which nourishes all regional policies: • Transports: Environmental objective to reduce GHG emissions related to transport and mobility, • New regional strategy for economic development, innovation and internalisation adopted in 2016: The new strategy includes the environmental issues in order to meet a dual objective of identifying potential economic activities, employment and innovation as well as improving the well-being of the population from the Region, • Launch of territorialised actions, a new method of regional action that will allow new environmental dynamics to be introduced as part of projects for the development of Ile-de-France communities. The new "One Hundred Innovative and Ecological Neighbourhoods" scheme, launched in 2016, illustrates this development, • Repositioning of the support to key research networks (Domaine d'Intérêt Majeur), targeting the main environment challenges: climate, energy and resources (for example on the field of air quality), • High environmental requirements on construction and renovation projects (high schools, higher education institutions, apprentice training centres ‘CFA’, leisure centres) ; Launch in 2016 of a sustainable building project in Region Ile de France ‘Bâtiment Durable Francilien’,
