Disabilities ....................... 27 iv EXECUTIVE SUMMARY The Ministry of Labour mandated public and some registered private colleges to recruit pre-apprentices by themselves. The arrangement remains consistent with the provisions of the TEVET ACT, 1999. Just like in the previous years, the TEVET Authority provided technical support and guidance to the colleges on the recruitment for the 2021cohort. The 2021 recruitment process had registered 2,556 applications as compared to 8,052 applications recorded in the 2020 recruitment. This shows a decline of 5,496 (68%) applicants from the previous year. During the current recruitment cycle, the demand for the majority of TEVET courses was notably lower than in previous years. There are several possible reasons for this decline, among which could be the COVID-19 pandemic. The spread of COVID-19 forced the nation to limit social interaction and this had a negative impact on the application process due to operational constraints. Another possible reason for the decline could be the introduction of Community Technical Colleges (CTCs) and Community Skills Development Centres (CSDCs) in the TEVET system. These institutions recruit apprentices from the same catchment area. Finally, in 2021 process the application fee was raised from K3,000.00 to K5,000.00, thereby possibly limiting applicants of serious intent and financially capable to apply. The 2021 recruitment process has subsequently selected a total of 1,934 (753 Female and 1,181 Male) pre-apprentices representing a 75.8% selection rate. The selection has generally decreased from the previous year due to a greater extent the decline of applications received. It should further be noted that the 2021 recruitment has included the 859 successful candidates from the 2020 second selection that was released on 8th April, 2020. The candidates were unable to commence their training due to closure of colleges because of COVID-19 from March to about October 2020. As such, the candidates will appear in this booklet and are expected to report for training with those selected in 2021 recruitment cycle. 1 Table 1: Recruitment Trend (2011 – 2021) NO. It should be noted that the total figure of 1,937 selected in the year 2021 represents a 25.8% decrease in the intake. However, the selection rate increased from 32.4% in 2020 to 75.8% in 2021. 2 Figure 1 below shows the recruitment trend in graphical form. It shows that the intake has steadily increased over the last 10 years. However, 2021 has seen a decline in the number of recruits due to COVID-19 and the emergence of CTCs and CSDCs.
