Page 2018/19/27 ACTION 1 APOLOGIES 1.1 Councillor Carol Weller (Family bereavement) Paul Reynolds (Work) Jane Bubb (Illness) Accepted. 2 PUBLIC PARTICIPATION 2.1a Bernard Scott (Tree Warden) reported that he plans to plant a Rowan tree on the right hand side of the Church War Memorial. Mr Scott was thanked. 2.2 POLICE – Monthly crime reporting can be accessed at www.police.uk/northamptonshire/SCT142/crime/ Sept 25 crimes show 6 crimes in Barby (3 Violence & Sex offences with GBH , 1 criminal damage/arson, 1 Burglary ), and 19 at Onley Prison (O at Onley Pk) 2.3 DISTRICT COUNCILLOR REPORT – Councillor C Lomax. 2.3.1 The Secretary of State has now announced the formal consultation on the proposal that Northamptonshire’s local authorities should be reorganised into two unitaries. His letter speaks of inviting views from “all principal councils in Northamptonshire…[and] neighbouring principal authorities, and “local stakeholders and partners”. He goes on to say that he would also welcome views from any interested persons, “including local residents and organisations”. Make your views known. Consultation closes on 25 January 2019. 2.3.2 The postponement of local elections until 2020 is also confirmed. 2.3.3 The Council has approved the building of a cinema, and substantial public square and associated features, such as cafes and restaurants, in Daventry town centre, the estimated budget for which is £12.3 million. Council has also confirmed the relocation of the library to the Abbey Centre at a cost of £1.5 million. £450,000 has also been made available to improve athletic facilities at Stefan Hill Sports Park, and, after warnings at full Council about the effect on DDC’s overall resources, for new premises for Reach for Health. There is a stated wish to provide a legacy for the district after Daventry District Council is replaced by a unitary authority in 2020, and some of the considerable sums approved are intended to be covered by CIL payments. It may well be that the developments which it is hoped will produce these CIL (planning obligation) payments will not come to fruition within the timescale available, and therefore these projects will not be realised. 2.3.4 Badby, Guilsborough and Welton have produced Neighbourhood Plans which will proceed to referenda in January. Maidwell with Draughton’s Neighbourhood Plan has reached public consultation stage. 2.3.5 Conservation area appraisals for Braunston and Kilsby have been approved and go forward to the next stage before final confirmation. The long-awaited Settlements and Countryside Local Plan been approved by Council for formal submission for Examination, which will take place in 2019. 2.3.6 The working group looking at changes to parish boundaries have considered requests received. 2.3.7 Following concerns expressed by Councillors amendments are being proposed to criteria and scoring matrix for community grants. 2.3.8 A joint submission has been received requesting consideration be given to setting up 3 Unitary Authorities in Northamptonshire with Northampton borough separate from the rural areas of the east and west of the County. Councillors were asked to respond on an individual basis if they agree with the proposal. Page 2018/19/28 ACTION 2.4 COUNTY COUNCILLOR REPORT – County Councillor Malcolm Longley. Cllr Longley was unable to attend the meeting. 3 DECLARATIONS of INTEREST 3.1 Declarations of Disclosable Pecuniary or Other Interests – None. 3.2 Dispensations – To consider written requests for dispensation of DPI. None received. 4 TO APPROVE AND SIGN MINUTES 4.1 It was resolved to approve and sign the Minutes of 12th November 2018 as a correct record. 5 MATTERS ARISING for information only from Meetings of 8th October. 5.1 The Clerks report was noted. 5.2 Councillor Wood reported that he had attended New Councillor training and found it useful. 6 ENVIRONMENT 6.1 To agree that tree should be trimmed near “Gateway” signage at Barby Water Tower. The Clerk was asked to send a letter to the landowner asking for the tree to be trimmed back. 6.2 Concern has been raised that cars are being parked on “The Ware”. A letter to be sent to all residents of Ware Orchard advising that they must not park on the grass. 6.3 It was noted that a resident in a bungalow at Onley Park is parking on the grass outside his property which necessitates driving up a footpath. A letter to be sent to all residents of the bungalows informing them that they must not park on the grass. 6.4 Following a request from NRHA it was resolved that they could put a gate through the fence at the rear of the garden adjacent to the Primary School to allow access to the land between the school and the properties in Mitchison close for maintenance. The gate to be locked and any planting to be reinstated. 6.5 A request has been made to ascertain ownership of a triangle shaped strip of land to the rear of the garden of 15 Mitchison Close. This is not owned by NRHA or BOPC. The Clerk to advise the tenant of 15 Mitchison Close to check with Daventry District Council and Land registry. 7 PLANNING. 7.1 New Planning Applications – 7.1.1 DA/2018/0937 69 Daventry Road, Barby. Construction of two storey side and front extension. The Parish Council did not wish to make comment on this application. 7.1.2 DA/2018/0635 (Amended) Construction of 4 dwellings and associated works including access off Balding Close / Daventry Road; Land Off, Balding Close, Barby, Northamptonshire The Parish Council is concerned that no adequate provision has been made for drainage, and 4 large houses will exacerbate flooding in Brackendale Drive. The elevation drawing does not show how much taller the houses will be than those in Brackendale Drive. This application does not include affordable housing on this site which was provided by the previous application. 7.1.3 DA/2017/1161 (Amended) Construction of Equestrian Indoor Arena. Onley Grounds Farm. Councillor James Wood declared an interest as a friend and neighbour of the applicant and left the meeting. Barby & Onley Parish Council do not wish to remove footpath EC18 as this footpath allows people to walk around the Mediaeval monument and view it from all directions. It was suggested that a small deviation around edge of the proposed Equestrian Indoor Arena would be more appropriate than completely removing a footpath. 7.1.4 APPEAL APP/Y2810/D/18/0562 Appeal against refusal of Construction of entrance porch to front of property. 45 Daventry Road, Barby. The Councils comments will be viewed by the inspector. 7.2 Decisions approved by Daventry District Council 7.2.1 DA/2018/0382 6 The Green, Barby. Two dwellings. Approved 27th Nov 2018 7.2.2 DA/2018/0714 Construction of detached bungalow. Land to the rear of 16 Ashleigh Close, Barby. 7.3 Decisions awaited on the following Planning applications:- 7.3.1 DA/2017/0861 Outdoor Arena at Onley Grounds. Awaited 7.3.2 DA/2018/0253 Village Farm, 15 Rugby Road. Construction of domestic storage building. Construction of shed and wooden decking. 40 Daventry Road, Barby. 7.3.4 DA/2018/0635 Construction of 4 dwellings and associated works including access off Balding Close / Daventry Road; Land Off, Balding Close, Barby, Northamptonshire 7.3.5 DA/2018/0476 Danetre Farm Bungalow. Rebuilding of existing agricultural barn. 8 ACCOUNTS 8.1 Monies received from 01.11.18 to 30.11.18: £35 Advertising payments; £9980 Awards for All grant. 8.2 Financial Position at 30.11.18 £172,792.40 of which £111,291.76 is ring-fenced for maintenance of Onley Park Open Space. 8.3 It was resolved to appoint Northants CALC as Data Protection Officer at an admin fee of £10. 8.4 Cllr Gove reported that all the paperwork was in order.
