R. Colonna, Staff Liaison DATE: September 30, 2013 SUBJ: Minutes of NFPA 2113 Second Draft Meeting, September 17, 2013 ___________________________________________________________________________ I. Attendance: (web and conference call meeting) Members and Alternates: Steven Corrado, UL LLC, NC, Committee Chair Steven Addington, Eastman Chemical Company, TN Peter Clark, Apparel Solutions International Inc., AB (Alberta Burn Rehabilitation Society) James Dale, University of Alberta, AB William Fithian, Safety Equipment Institute (SEI), VA Tricia Hock, Safety Equipment Institute (SEI), VA Amanda Newsom, UL LLC, NC Roger Parry, DuPont, VA David Pickard, XTO Energy, TX Mark Saner, Workrite Uniform Company, Inc., CA Brian Spears, Dow Corning Corporation, KY (NFPA Industrial Fire Protection Section) Denise Statham, VF Imageware/Bulwark Protective Apparel, TN Guy R. Colonna, NFPA, Staff Liaison Guests: Sean Deaton, NC State, NC Scott Margolin, Westex, IL Laura Montville, NFPA Staff II. Minutes of Meeting 1. The Chair called the meeting to order at 1:00 p.m., Tuesday, September 17, 2013 and staff conducted a roll-call of attendees. FLG-AAA Meeting Minutes September 17, 2013 (Conference call and web meeting) 2. The Chair outlined the key action item for the meeting - completion of the Committee review of Public Comments to the First Draft of NFPA 2113 and development of the Second Draft for the standard. 3. Staff provided an update on the Committee membership, the new standards making process, and recruitment for the open NFPA staff position. The remaining document revision schedule was also reviewed for the Annual 2014 schedule. 4. The Committee began work by reviewing the one Public Comment submitted. An SR was developed to incorporate the recommended changes from the PC. The Committee also approved a second SR. There being no other agenda items related to the Second Draft of NFPA 2113, the Committee directed staff to finalize the SR actions and prepare the letter ballot. 5. Other Business. A. Sean Deaton, North Carolina State, shared information regarding his research on stand-alone protection for head and hands. The work involves burn prediction, but no specific standardized test methods are in place yet. The Chair acknowledged that this might be something to discuss as part of the next 2112 revision. The Chair asked whether the Committee should expand 2112 to cover full body - boots, gloves, head, and hands. It was noted that boots and gloves have other mechanical issues to be addressed before focusing on fire resistance. The general consensus of the Committee at this stage was to not go forward with any expansion of the standard; however, the Committee would be prepared to address expansion requests if proposed by others. B. As a result of incidents involving iron dust flash fires and resultant personnel burns, another item raised deals with the suitability of current FRC test methods in 2112 when applied to combustible metals. The number of variables introduced when the dispersed fuel is a combustible metal complicates the testing and evaluation of garment performance against flash fires involving such materials. No members of the Committee were aware of any proposed work to look into these questions further at this time. No further action item resulted from this discussion at this time. 6. Next Meeting. The Committee's next meeting will be to review and act on Public Input to NFPA 2112 and to develop the First Draft. NFPA 2112 is currently in the Annual 2016 revision cycle, which means a closing date for submitting Public Input of July 7, 2014. The Committee must meet to prepare the First Draft no later than December 12, 2014. The Chair and Staff will review the dates further and propose options for dates and location for the meeting. 7. There being no further business, the meeting adjourned at 2:35 p.m., Tuesday, September 17, 2013. Respectfully submitted, G. R.
