RGS WG/3-WP/16 15/09/2016 International Civil Aviation Organization Runway and Ground Safety Working Group Third Meeting (RGS WG/3) (Cairo, Egypt, 19-22 September 2016) Agenda Item 5: AOP Air Navigation Deficiencies REVIEW OF AOP AIR NAVIGATION DEFICIENCIES (Presented by the Secretariat) SUMMARY This working paper presents the deficiencies related to Aerodrome Operational Planning for review, update and remedial actions. Action by the meeting is at paragraph 3. REFERENCES - MIDANPIRG/15 Report 1. INTRODUCTION 1.1 The standard definition of deficiency adopted by the ICAO Council in November 2001 is as follows: “A Deficiency is a situation where a facility, service or procedure does not comply with a regional air navigation plan approved by the Council, or with related ICAO Standards and Recommended Practices, and which situation has a negative impact on the safety, regularity and /or efficiency of international civil aviation.” 2. DISCUSSION 2.1 MIDANPIRG/15 re-iterated that the identification and reporting of Air Navigation Deficiencies by User-Organizations contribute significantly to the enhancement of air navigation safety in the MID Region. Nevertheless, the meeting noted with concern that the use of the MID Air Navigation Deficiency Database (MANDD) is far below expectations. Accordingly, the meeting urged States and authorized Users to use the MANDD for the submission of requests for addition, update, and elimination of Air Navigation Deficiencies. 2.2 MIDANPIRG/15 agreed to the following Conclusion to replace and supersede the MIDANPIRG/14 Conclusion 14/32 related to elimination of Air navigation Deficiencies: RGS WG/3-WP/16 - 2 - CONCLUSION 15/35: AIR NAVIGATION DEFICIENCIES That, States be urged to: a) use the MID Air Navigation Deficiency Database (MANDD) for the submission of requests for addition, update, and elimination of Air Navigation Deficiencies, including the submission of a specific Corrective Action Plan (CAP) for each deficiency; and b) submit a Formal Letter to the ICAO MID Regional Office containing the evidence(s) that mitigation measures have been implemented for the elimination of deficiency(ies) when requesting the elimination of deficiency(ies) from the MANDD. 2.3 In connection with the above, the ICAO MID Regional Office issued State Letter Ref. AN 2/2 - 15/351 dated 29 December 2015 requesting States to take all necessary measures to implement the provisions of the above Conclusion and send their feedback on the actions taken to the ICAO MID Regional Office, not later than 31 January 2016. 2.4 The updating of the list of deficiencies, which is considered as a living document, is an on-going activity to reflect the identified/reported air navigation deficiencies in the MID Region. The updated list of deficiencies in the AOP field is at Appendix A to this working paper. 2.5 The meeting may wish to note that IFALPA reported to ICAO MID Regional Office their updated Annex 29 sheets (October 2015) for the MID Region as at Appendix B to this working paper. Concerned States are invited to the review the reported deficiencies and advice ICAO MID Regional Office of their action plans in order to update the MID List of Air Navigation Deficiencies. 3. ACTION BY THE MEETING 3.1 The meeting is invited to: a) urge States to implement the provisions of the MIDANPIRG/15 Conclusion 15/35; and b) review AOP deficiencies at Appendices A and B to this working paper and provide updates on the status of the AOP deficiencies using MANDD. ------------------ RGS WG/3-WP/16 APPENDIX A APPENDIX A Deficiencies in the AOP Field BAHRAIN Item Identification Deficiencies Corrective Action No Requirement Facilities/ Description Date First Remarks/ Rationale for Description Executing Body Date of Priority Services Reported Non-elimination Completion for Action No Deficiencies Reported (1) Rationale for non-elimination: “F”= Financial “H”= Human Resources “S”= State (Military/political) “O”= Other unknown causes RGS WG/3-WP/16 APPENDIX A A-2 Deficiencies in the AOP Field EGYPT Item Identification Deficiencies Corrective Action No Requirement Facilities/ Description Date First Remarks/ Rationale for Description Executing Body Date of Priority Services Reported Non-elimination Completion for Action 1 MID Basic ANP Alexandria Int`l Runway is short and current May, 2014 \ F Plan to extend Runway Egypt Jan, 2013 A & FASID Airport distance is 7221 FT with runway O (Doc 9708) all up weight maximum Jul, 2004 Corrective Action Plan has not Dec, 2015 68000kgs been provided by the State MID Air Navigation Plan 2 Annex 14 Vol. Luxor, Aswan, Implementation of Certification Nov, 2006 - F Need to develop an Aerodrome Egypt Nov, 2014 U 1.4.1, 1.4.4 Borg El Arab, of Aerodromes used for H Manual for each listed Alexandria, international operations international aerodrome and Dec, 2015 A Taba, Alamain, fulfil all other requirements El-Arish, Shark Implementation of Certification needed for granting the El Owenat, Port of Aerodromes used for aerodrome certificate.
