3rd - 4th Grade Rules Goals: Maximum seven feet high and twenty-one feet wide. Ball: Size four Number of players: A match is played by two teams, of 8 v 8, one of whom is the goalkeeper. A match may not start if either team consists of fewer than seven players. Substitutions: May be made prior to a throw-in by the team in possession, prior to goal kick by either team, after a goal by either team, after an injury by either team, when the referee stops play, or at halftime. Playing time: Each player must participate a minimum of 50% of total playing time. Gender: Boys teams and girls teams Players equipment: Shirt supplied by the Campbell County Parks and Recreation Department. Footwear and shin guards supplied by parents. If there are cleats being used make sure that they are soccer cleats. (No Football or Softball Cleats). Shin guards are mandatory. Duration of game: The game is to be divided into two equal halves of twenty-two (22) minutes each, with a running clock. Halftime shall be four minutes. Start of game: players are in their own half of the field. Opponents of the team taking the kick-off must remain outside the center circle until the ball has been put into play. The ball is in play once it has been touched Ball in and out of play: Conform to FIFA laws of the game. Method of scoring: A goal is scored when the whole of the ball passes over the goal line, between the goal posts and under the crossbar, provided that no infringement of the laws has been committed previously by the team scoring the goal. Offsides: No offsides shall be enforced Penalties Indirect free kick -Goalkeeper touches the ball with hands again after it has been released from his possession and has not touched another player -Goalkeeper touches the ball with hands after it has been kicked to him by a teammate -Goalkeeper touches the ball with hands after it has been thrown in to him from a teammate -Play in a dangerous manner -A handball in the field of play (intentional or non-intentional) -Using foul language *Restart the play of the game by awarding the ball to the other team at the spot the foul occurred. --An indirect free kick means another player MUST touch the ball before the goal counts *If you cannot tell which team had clear control of the ball when the foul occurred, restart play with a drop ball at the spot of the foul Direct free kick -Play in a dangerous manner (pushing, shoving, hitting, tripping, holding) that happens with the clear intentional purpose of occurring. -A handball inside the penalty box *Restart the play of the game by awarding the ball to the other team at the spot the foul occurred. --A direct free kick means that a goal may be scored directly from just one player touching the ball Penalty Kicks (Fouls that occur inside the penalty box) -Any indirect or direct free kick foul shot should be brought back out to the penalty box line nearest to where the foul occurred, the shot will be taken from there within the manner of whether it would be an indirect or direct foul call. -In this grade level for CCPR, we allow both the offense and defense inside the penalty box for penalty kicks and they become direct kicks Player Misconduct: Any player removed during a game for misconduct will be ejected from the remainder of the game and will be ineligible for participation in the next game. Throw-in: Players must keep both feet on the ground and use two hands, throwing the ball overhead. One re-throw must be allowed if a foul throw occurs. Goal kick: Conform to FIFA laws of the game. Corner kick: Conform to FIFA laws of the game. Goalkeeper: The goalkeeper will have up to six seconds to release the ball into play after he/she has gained possession. Referee: CCPR will provide one/two referee for each game. If a referee cannot be found the coaches of both teams will be on the field to referee the game. Coaching Boundaries: Coaches will coach only from the sidelines of the field. Coaching on the field and/or behind end lines is not allowed. Any coach exhibiting misconduct will be ejected from the remainder of the game and will be ineligible for participation in the next game. Spectators: Any spectator ejected from a game shall immediately move at least 100 yards from the field of play and may be ejected from the facility (fields).
