INVITATION FOR BIDS The Kerala State Financial Enterprises Limited, popularly known as KSFE came into existence in 1969, as a Miscellaneous Non Banking Company (MNBC) owned by the Government of Kerala, started with the objective of providing an alternative to the private Chit promoters with a view to socialize the Chit fund business. The Company, which started in a humble manner, has now grown into an institution doing business worth over Rs.40,000 Crores annually, employing over 7000 persons directly and around 10,000 persons indirectly. The main activities of the Company are Chitties, Sugama, Loans and Fixed Deposits. The Company with its Head Office at Thrissur presently has a network of over 600 Branches 10 SDT Offices and 13 Regional Offices. With a view to effectively serve its customers across the State, KSFE has leveraged Information Technology and the Company is functioning in a fully automated environment. This invitation of bid is for supply, installation and maintenance of Aadhaar Enabled Biometric (fingerprint) and Iris Based attendance Management System for the automation of KSFE branch offices across Kerala as per the requirement specification and schedule of requirements detailed in Section-3(Scope of Work). SCOPE OF WORK 1. The Scope includes Supply of Aadhaar Enabled Hardware, Software and other essential items, installation, commissioning, Training and maintenance of Aadhaar Enabled Bio metric (Finger Print) with iris scanner based attendance management system. The data collected in real time is to be transferred to the Database server hosted in cloud through our intranet/ internet back bone. The raw data from the device will be stored in the central server and it should be integrated with our existing HR Application. Any other additional customisation on hardware/software required for the integration with the existing system shall be carried out by the bidder without any additional cost implication to KSFE. Each bio-metric device should have its own memory and all the logs shall be recorded in the device. The proposed system shall work in different offices spread across the State and should be manageable from the central location. The proposed system should have 5 years onsite warranty. Also it should have basic features to manage finger prints, employees etc. through an application which would handle the encrypted storage of personal data and generation of push data for HRMS. The system will work in tandem with UIADAIs Aadhaar data for validation. The proposed application/software should provide read/write permission to our HRMS application and relevant reports will be handled by our HRMS application. 2. The bidder will carry out the enrollment of all the employees/ give sufficient training to KSFE staff to carry out the enrollment. All enrolled data will be stored at centralized server. It should be possible to transfer fingerprints across the Bio metric devices of any offices by centrally, in case an employee transfer from one branch to other. 3. The scope also includes mounting of attendance machine includes fixing of devices and accessories for mounting of attendance machine. 4. At present KSFE has around 589 branches/units and around 7000 employees. The proposed system will have the ability to handle around 2000 number of branches and around 12000 number of employees in future.
