NWDA examined State’s proposals and came up with a comprehensive proposal titled Wainganga (Gosikhurd) – Nalganga (Purna Tapi) link project in order to serve most of their objectives effectively and economically. As per the PFR prepared by NWDA in 2009, the W-N link project envisaged diversion of 2721 Mm 3 of water from the existing Gosikhurd project across river Wainganga to the Western Vidarbha. Out of this, a quantum of 2207 Mm 3 was earmarked for irrigation and 253 Mm 3 was planned to be utilized for municipal & industrial purposes in the command areas while the remaining 261 Mm 3 was to be lost in transmission. The link canal was proposed to take off from the right flank of the existing Gosikhurd dam with FSL 243 m and traverse for a length of 478.2 km upto Nalganga project in Purna Tapi sub-basin through Bhandara, Nagpur, Wardha, Amravati, Akola and Buldhana districts of Maharashtra. It was contemplated to bring 413750 ha of CCA under irrigation supported by 10 branch canals. Besides, it was also proposed to cater to the future municipal and industrial water requirements in the command area and the city of Nagpur. About 22 lakh (14 lakh as per Census:2001) human population and the industrial water requirements by 2050 AD were proposed to be served. A total lift of 80m in three stages would be involved requiring about 224 MW (751 MU) of power to cater to the needs of command areas. In bilateral meetings between NWDA and the State held in July 2010 & November, 2011 to discuss the PFR of the W-N link project, it was decided to divert about 1912 Mm 3 of water through the link project. Subsequently, in December, 2013, in view of post Gosikhurd development in the upper reaches of the catchment, the State of Maharashtra has prepared a Water availability study at Gosikhurd as per their regionally accepted norms considering the data upto 2009. This study has indicated a water balance of just 385 Mm 3 at Gosikhurd. The yield that had been assessed by the State in the DPR of the Gosikhurd Project in 1982 (14863 Mm 3) and that arrived at by NWDA in its PFR of Wainganga (Gosikhurd) – Nalganga link project (14768 Mm 3) were identical against the yield of 12895 Mm 3 as per this latest study. Therefore, in view of huge disparity in the yield, the State Govt. has reviewed the situation in February, 2015 and communicated to NWDA in April, 2015 to prepare DPR for the link considering 1912 Mm 3 of diversion. The water availability study at Gosikhurd shall be carried out afresh by CE, Hydrology Project, Nasik. Accordingly, the present PFR is prepared by NWDA for the link proposal with a quantum of diversion of 1912 Mm 3 to run from Gosikhurd upto Nalganga Project (469.10 km) with the objective of getting the TOR approved by concerned EIAA to take up CEIA studies. Thus, the Wainganga (Gosikhurd) – Nalganga (Purna Tapi) link project envisages diversion of 1912 Mm 3 of water from Gosikhurd for utilisation of 1767 Mm 3 for irrigation, 31 Mm 3 for municipal use while the remaining 114 Mm 3 towards conveyance losses. The link canal takes off from the right flank of the ongoing Gosikhurd dam with the FSL of 243 m and traverses for the full length of 469.10 km through Bhandara, Nagpur, Wardha, Amravati, Akola and Buldhana districts of Maharashtra. It is proposed to bring 338500 ha of CCA under irrigation through ten branch canals. In addition, about 17.69 lakh (13.34 lakh as per Census: 2011) human population by 2050 AD will be served with domestic water supply utilizing 31 Mm 3 . Since the topography doesn’t permit the gravity flow irrigation throughout canal system, lifting arrangements are provided on link canal at RDs 3.3 km, 20.97 km, 40 km & 284.4 km. The total pump capacity required for a total lift of 80 m is about 288 MW with an annual power requirement of 556 MU. The link canal is designed as a lined canal of trapezoidal section with bottom rounded corners. The maximum carrying capacity of the canal is 212.2 cumec with corresponding cross section of 32.5 m of bed width and 5 m full supply depth. The cost of the project is estimated to be Rs.1493884 lakh, which includes the cost of head works at Rs.5600 lakh, the cost of conveyance system at Rs.1310363 lakh, the cost of lifting arrangements at Rs.164381 lakh and cost of on farm development at Rs.13540 lakh. The annual cost after duly considering the land development and the annual power requirement for lifting works out to Rs.187800 lakh. The direct benefits from the link project due to irrigation & municipal water supply are estimated to be Rs.288748 lakh. The benefit-cost ratio (BCR) of the project works out to 1.54 where as the internal rate of return (IRR) works out to 14.02 %.
