HAMBLETON COUNCIL M5 HOUSING LAND SUPPLY As at March 2020 With Suggested Changes 2020‐11‐19 CONTENTS Page EXECUTIVE SUMMARY 01 SECTION 1 LIST OF INSPECTORS RECOMMENDED CHANGES 02 - 03 SECTION 2 HOUSING SUPPLY SUMMARY 04 SECTION 3 SITES BY CATEGORY: Expired Sites 05 – 08 Sites with No Decision Notice 09 Totally New Local Plan Sites 10 Sites with Outline Permission 11 – 14 Sites with Detailed Permission 15 - 23 Active Sites 24 - 36 Sites Completed since 2014 37 - 57 Executive Summary Following the Examination hearing on 12th November 2020, on five year land supply, this saw a series of amendments which were suggested by the Inspector, these have now been implemented, the main effect is to reduce the overall 5 year supply situation from 10.7 years before the hearing to 10.2 years after. More detail on the overall effect is detailed below. There is no allowance for future windfall permissions. Between 2004 to 2020 the yearly average for new windfall permissions was 209 dwellings per year. If windfall approvals maintain this rate about 3,300 extra dwellings will be permitted. It has been established at Examination that the non‐implementation rate for Hambleton is around 4% which means that potentially an extra 3,200 could be built over and above the 7,310 dwellings that is envisaged. 1 INSPECTOR CHANGES FROM THE HEARING ON 13/11/20 General Points ‐ Make sure 1st Year starts are lower, in range 5 or 10 units Sites Without Planning Permission and Expiries Site Ref Site Name Inspector Recommendation Additional HDC Notes BH1 Masham Road, Bedale OK as stands BH2 Pig Farm, Aiskew & part BH3 ‐ The Hatchery Fewer Dwelling; later start BH8 Prices Paving ‐ Hares of Snape Works, Snape New Outline for 32 dwelling BM2 North East of Aiskew Pig Farm, Aiskew Remove from supply EH7 Back Lane, Helperby Remove from supply NOR1 / NM5C North Northallerton Area, East of Stokesley Road, Will come on time pp submitted in August decision Northallerton expected late 2020 / early 2021 NM5D North Northallerton, was Broadacres Now consortium activity, later start SH2 North of Sowerby Crescent, Stokesley Reserved Matters needed, later start SH5 North of Garbutts Lane, Hutton Rudby No activity, expired remove from supply TH2 Buffer Depot, Thirsk Remove from supply TH3 Rybeck Farm, Thirsk Remove from supply 19/00953/FUL Sowerby Gateway (TM2A) Now Broadacres scheme, new pre‐app, later start Outline Permissions Site Ref Site Name Inspector Recommendation Additional HDC Notes EM1 Stillington Road/York Road, Easingwold Will deliver, later start 16/01142/OUT Land to East of Boroughbridge Road, Brafferton New Reserved Matters submitted YO61 2PD Early Outline Expiry dates Remove from supply Detailed Permissions General Points All lead in times reviewed especially for 2020/2021 and where necessary these were changed Site Ref Site Name Inspector Recommendation Additional HDC Notes NM5D North Northallerton – Phase 2 Adjust 1st year numbers, later start Post Application Activity Remove this category and redistribute applications in this section to either Outline or Detailed Planning Permission – Done but noted post application activity.
