WELCOME Note: Linton Pike (workshop facilitator) was a last minute apology. Brian Turner (WBHO SRG JV – the Contractor) welcomed participants to the worKshop and explained that the workshop will provide a project update for the Wanneroo Road Ocean Reef Road Construction Reference Group (CRG). The worKshop agenda is provided at Attachment One. A list of worKshop participants is provided at Attachment Two. Each CRG member provided a brief personal introduction. 2. PROJECT INFORMATION AND STATUS 3.1. Project Update Randall Field (Main Roads Project Director) explained the project status and timeline. • Formal project contract award to WBHO SRG Joint Venture: 30 January 2019 • Detailed Design currently underway • Site commencement: Late March 2019 • Project completion: Late 2020 3.2. Design Update Keith McLean (Contractor’s Project Manager) explained they are now in the Detailed Design Stage and will be presenting the 15% design, which confirms: • Wanneroo Road going over Ocean Reef Road • Wanneroo Road will be free flowing • Shared Path connectivity • Typical sections of road will have two lanes in each direction plus merge/turning lanes, with provision made for future (ultimate) layout • Underpass will have precast trapezoid sections, with skylight and internal lighting included • Bridge will have two spans, shallow footings, mechanically stabilised earth (MSE) abutments and precast concrete beams with insitu decK slab See map below. Yes – 3m wide shared path accommodates pedestrians and cyclists. Some 2m paths A are footpath only. Q Will the shared path be free flowing for cyclists? East-west shared path along Ocean Reef Road will be free flowing for cyclists. North- A east shared path along Wanneroo Road will have some stoppages. The roads also incorporate 1.5m wide shoulders for cyclist use. Q Is the BP Service Station being demolished? A Yes – intended as early worKs. Area will be rehabilitated at completion. Q Will there for a third lane for merging? Yes, two lanes going straight and a third for merging at a couple of locations on A Wanneroo Road. U-Turn Facility Keith McLean (Contractor’s Project Manager) explained a U-Turn facility is included north of Villanova Street on Wanneroo Road, to allow vehicles coming out of Villanova Street to go southbound on to Wanneroo Road. Right turns out of Villanova Street on to Wanneroo Road are being removed to improve safety and the risk of right-angle crashes. • U-Turn facility will cater for service vehicles up to 8.8 metres. • Image below shows provision for different types of vehicles, including trucks from local businesses, stretched limousines (hearses) and local resident’s trailers. Construction Reference Group 27 February 2019 Page 5 Wanneroo Road and Ocean Reef Road Interchange An example of a similar U-Turn facility is at Gnangara Road east of Alexander Drive intersection, as shown below: Questions resulted as follows: Q Will trailers and caravans be able to get around U-Turn? A Yes provision has been made. Q There are currently lots of vehicles that make right-turns out of Villanova; sometimes up to five minutes waiting time. Vehicles have to wait for a break created by traffic lights. This may create a long queue leading up to U-Turn. How long will the lead up road to the U-Turn be? Can the U-Turn facility be pushed further north to allow for a longer lead road? A Keith and Brian will look into further. ACTION: Review U-Turn length (currently approx. 70m), location and traffic movements. Provide update at next CRG. Q Will Regent Waters residents have trouble getting out? A They can also use Backshall Place if they don’t want to use Villanova Street. Q U-Turn near Kingsway Shopping Centre is very congested. Will this one be the same? A The U-Turn design for this project is very different. The area also isn’t as congested as Kingsway. Noise and screen walls • Full noise model is being undertaken based on final geometry and 15% design for the noise walls will be presented at the next CRG meeting • Detailing to be finalised, including any artwork and colours • Consultation will be undertaken with individual property owners Likely minimum extents of noise walls Questions resulted as follows: Q Will a check be done after noise walls are built to review noise levels? Yes, plus noise wall design is based on future traffic levels so should be more than A sufficient for the current state Q Will Wanneroo Road be raised near Woodvale Drive? Only very slightly – Wanneroo Road ties back into grade at the south side of Woodvale Drive. If any noise mitigation is required it would be because of the new left A turn pocket being closer to properties than the current traffic lane. Local residents will be engaged with one-on-one. Q Will noise walls back on to people’s properties? A Yes some will. Q What will the noise walls be made of? Generally concrete panels between steel posts, but in some areas possibly limestone A for consistency purposes, as that’s what already exists nearby. Both are effective materials for absorbing noise. Q When will consultations be undertaken with residents? A 2-3 weeks following finalisation of the noise model and wall extents Q Will residents that currently have colorbond fences get noise walls?
