Colorado Resident and Non-Resident Student Enrollment This report is prepared by the Colorado Department of Higher Education pursuant to CRS 23-1-113.5(4)(d). SB18-206 added a provision which requires the Department to report annually on the resident and non-resident student populations at Colorado public postsecondary institutions as defined by CRS 23-1-113.5(4)(a). It is important to note that due to the exclusions allowed by statute, the resident and non-resident population proportions presented in this report do not fully summarize the entire student enrollment at Colorado public postsecondary institutions; the types of students included in this analysis are limited. Percentage of Fall incoming freshman classified as in-state Per CRS 23-1-113.5 (4) (a)(I), the percentages of Fall incoming freshman at each campus who are in-state students are presented for three years. These data are used to calculate a three-year rolling average. Incoming freshmen are defined as first-time, degree seeking undergraduate students taking resident instruction hours. Pursuant to CRS 23-1-113.5 (4)(a)(I), foreign students are excluded. Additionally, all Native American students at Fort Lewis College are excluded due to Fort Lewis College’s unique mission in serving Native American students and its participation in the Native American Tuition Waiver program. A chart visualizing these headcount data can be found on page 3. Table 1 on page 6 provides detailed data for headcount calculations. Percentage of total students enrolled classified as in-state (by FTE) Per CRS 23-1-113.5 (4)(a)(II), the percentages of in-state students enrolled at each campus are presented for three years. From these data, a three-year rolling average is calculated. For these percentages by FTE (full-time equivalent) calculations, undergraduate and graduate students taking resident instruction hours are identified. These populations are presented as FTE using the Colorado Commission on Higher Education (CCHE) FTE policy for calculating FTE (30 credit hours is equal to one undergraduate FTE and 24 credit hours is equal to one graduate FTE). Per CRS 23-1-113.5 (4)(a)(II), foreign students and students enrolled solely in online courses are excluded. Additionally, all Native American students at Fort Lewis College are excluded due to Fort Lewis College’s unique mission in serving Native American students and its participation in the Native American Tuition Waiver program. A chart visualizing these FTE data can be found on page 4. Table 2 on page 8 provides detailed data for FTE calculations. Percentage of Fall enrollment for US resident and foreign students This report also provides the percentages of the Fall enrollment classified as US residents and foreign at each Colorado public postsecondary institution for the past three years (as required by CRS 23-1-113.5 (V)). A chart visualizing US resident and foreign student data can be found on page 5. Table 3 on page 10 provides detailed data for US resident and foreign student calculations. Colorado Scholars Per CRS 23-1-113.5 (5)(a) a student identified by Colorado public postsecondary institutions as a Colorado Scholar as defined by CRS 23- 1-113.5 (5)(e)(I) is counted as two in-state students for the purposes of this report. This is reflected in the percentages for each year and the three-year rolling averages. Additionally, CRS 23-1-113.5 4 (d) requires institutions to demonstrate that academic admission standards for students who do not have in-state status are equal to or exceed those established for determining admission of in-state students.
