Government of Jammu & Kashmir Finance Department, (DED-I) Civil Secretariat, Jammu/Srinagar. Subject: Creation of Covid Isolation Centers at the Panchayat level under District Capex Budget. Vide DP-27/DED-l/Gen/2021-22/PS-901 Dated: 23.04.2021, the District Development Commissioners were advised to formulate District Development Plans, District-wiseceilings have been conveyed & further desegregation at the level of panchayatshas also been indicated. It is expected that almost all Panchayats have at least Rs. 30.00 Lakh available with them for formulation of Panchayat level Plan during the Current Financial Year. In view of Covid-19 Pandemic, a need has been felt to create basic minimum infrastructure to provide facilitnes for isolation of covid patients at Panchayatlevel as many households in the Panchayat may not have such options available in their own houses/residential places. In view of the above, it is enjoined upon all the DDCs to ensure that at least one isolation centre for each Panchayat with facilities catering to at least 5 patients are created, if required in consultation with nearest Hospital/Primary Health Centre/Sub Centre etc within a period of ten days. Towards this objective, the Panchayats shall use up to Rs. 1.00 Lakh available with them for creation of isolation facilities including beds, including at least one bed with oxygen concentrator facility and creation of toilet facilities etc. in the PanchayatGhar / any other government owned building in consultation with the Health & Medical EducationDepartment. These centers should be linked with the nearest medical centers and shall be equipped with necessary medical kit for treatment of covid patients. Further, the isolation centers should also be linked with the tele-medicine facilities. The DDCs B2V may also utilize the services of officers of the District who have visited Panchayatsduring Programme to oversee creation of these facilities. The persons needing isolation can be identified Gram Sabha by the Panchayats/concern medical staff/Asha Workers / members of Panchayat / of the area. Further guidelines in the matter shall be issued separately by the Health & Medical Education Department.
