Brixham Town Council Minutes of the Meeting of Brixham Town Council held in the Function Room, Brixham Town Hall; 13th October 2016 at 7.00pm Present: Cllrs P Addison, R Clarke, S Clutterbuck, D Giles, J Regan, M Morey, S Walker- Haworth & J Wilbraham. Attending: Tracy Hallett, Town Clerk, Cllrs R Haddock, T Manning, V Ellery and 11 members of the public. No questions were raised by members of the public. Cllr R Clarke took the opportunity to congratulate the Brixham winners of the Bay in Bloom and RHS awards. 16115. Apologies for absence through the Clerk. Apologies were received from Cllrs I Carr, J Stock and J Stockman. 16116. Declarations of Interest in items on the agenda. None. The Declarations of interest register was available to sign. 16117. To consider any requests for dispensation. None 16118. To confirm and sign the minutes as a true record of the meetings held on 16.06.16. The minutes of 01.09.16 were resolved and signed as a correct record. 16119. To hear the Police Report The Police reported that in the last 12 months crime, violence with injury, sexual offences, shoplifting and possession of drugs had all reduced. However, vehicle theft was on the increase due to residents leaving their vehicles unlocked. Standing Orders were suspended to allow members of the public to ask questions. Standing Orders were then reinstated. 16120. To present grants cheques to Fairtrade, Stoneypark Allotments and F.I.S.H. Award cheques were presented to: Brixham Fairtrade Working Group for the sum of £150. To be taken from the grants fund. Stoneypark Allotments for the sum of £2,765. To be taken from the grants fund. F.I.S.H. for the sum of £7,000. To be taken from the community projects fund. 16121. To consider an agreement in principle to support the Mayor of Torbay Council’s proposal for alternative transport in and out of Brixham The following motion was proposed: To note with interest the Mayor of Torbay Council’s proposal for alternative transport in and out of Brixham. The motion was seconded and a vote took place. The motion was carried. Page 1 of 4 Chairpersons initials…………. 16122. To hear an update following a recent meeting with Torbay Council’s Mayor It was reported that the Mayor and Cllr Haddock had supported the proposal to have a Town Council representative on Torbay Council’s Transport Working Group. The Mayor and Cllr Haddock had also agreed to help by: (a) Liaising with BTC at the first opportunity with their budget proposals (b) Resolving issues relating to whether or not BTC can use the Overflow Car Park at Shoalstone Pool to increase the revenue stream for Shoalstone Pool Limited 16123. To hear a report from Shoalstone Pool Limited It was reported that Shoalstone Pool Limited (SPL) had progressed from the concept of becoming a charity due to various complications and have agreed to recommend to Full Council that the company is registered as a Community Interest Company. It was resolved that Shoalstone Pool Limited should become a Community Interest Company. It was reported that SPL were currently investigating three major grant applications for further maintenance equipment, maintenance and updating of the facilities and heritage funding. Members of SPL attending a recent Lido National Conference which was very useful. 16124. To consider a recommendation from the Evaluation Committee It was resolved to adopt the Project and Grants Policy. 16125. To consider a recommendation from the F&GP Committee It was reported that the Local Government Financial Settlement Consultation Paper was recommending that larger town and parish councils should be capped from 2017/18. It was resolved to write to support NALC and DALC opposition to the changes as set out in the consultation paper and to allow Town and Parish Councils to have the ability to increase the precept to take on services that are being cut from the Local Authorities. 16126. To hear a report from Brixham Peninsula Neighbourhood Forum It was reported that the Neighbourhood Forum were due to go out to consultation in November. Included within the plan is the conversion of Oxen Cove Car Park into a shellfish village providing 160 jobs which could be the largest shellfish business in Europe. 16127. To hear any Torbay Council Ward Councillor reports Cllr Manning reported that he is still working with Torbay Council over Highway problems at Glenmore Road and Mathill Road. He is also going to attend the Exmouth Flood Conference and asked to attend the Brixham Flood Group. Cllr Ellery reported that the new transport regulations had been implemented at Furzeham and thanked the Town Council for financially supporting the scheme. Cllr Morey reported that Torbay Council will be considering Community Governance Review to introduce Town Councils in Paignton and Torquay. The Health Working Group had met and were unanimous against the loss of the Page 2 of 4 Chairpersons initials…………. Brixham MIU. He also advised that the Old St. Kildas site may become an assisted living site. Cllr Haddock reported that he is also receiving a lot of complaints about the Mathill changes. 16128. To hear report from the Committee Chairpersons. Community Services – The committee had been concentrating on provisions for the Christmas Lights and lantern parade. They had also agreed to work with the Chamber of Commerce who will be running a competition to create new bunting that is unique to Brixham. The next meeting is on Monday 17th October. Planning and Regeneration – The committee had been looking at heritage and conservations areas and highway issues and problems associated with commercial and general waste collection. The Arboricultural Officer had recently attended the meeting to help the members with their understanding of what needs to be considered for a tree application. F&GP – The Committee had discussed grants, the Local Government Finance Settlement Consultation and the budget consultation. Evaluation – The committee had discussed and agreed in principle the lengthsman job description, Information Technology infrastructure in the office and an additional member of staff which has all been given to the F&GP committee to consider within the budget. 16129. To hear reports of meetings of outside bodies. Brixham Chamber of Commerce – The recent meeting discussed the need for belly bins, enforcement of on the spot fines and the cost of a banner. Brixham Does Care – Nothing to report. Community Partnership Steering Group – The recent meeting had a small attendance and they discussed the future of the partnership. The next meet will include the local Police Crime Commission and a future meeting will also include Dr Wollaston. DALC Larger Councils – Some members and the clerk attended the recent annual conference where discussions took place on community governance reviews and how the council move forward. Torbay Council Events Forum – The last meeting discussed Christmas and the report from the recent conference. Brixham Museum – Nothing to report. Youth Council – Nothing to report. Brixham Fairtrade Working Group – The next meeting will be on 19th October where they will be discussing how to promote Fairtrade. Community Flood Plan – It was reported that the group plan to hold a flood plan training meeting in November. Page 3 of 4 Chairpersons initials…………. 16130.
