COMMUNITY MEETING ROOM, 501 POLI STREET, VENTURA Water Commission Purpose: Review and make advisory recommendations regarding water rates, water resources infrastructure projects in the five-year capital improvement program, the integrated water resources management plan, water supply options, the Urban Water Management Plan approval process, a water dedication and in-lieu fee requirement, and other water resource issues. The public has the opportunity to address the Commission on any item appearing on the agenda. Persons wishing to address the Commission should fill out a "Speaker Form." If you wish to comment on an item and do not want to speak before the Commission, you may complete the "Comment" portion of the form. This form is located on the table at the entrance of the room. The Chairperson will acknowledge comments for the record. The Water Commission has adopted Meeting Protocols and are available at www.venturawater.net. MINUTES RECOMMENDATION Approve the minutes of the May 28, 2019 regular session. SPEAKER Staff: Susan Rungren, Interim General Manager 2. STATE WATER INTERCONNECTION PROJECT FINAL ENVIRONMENTAL IMPACT REPORT Staff recommends that the Water Commission make a recommendation to City Council to certify the Final Environmental Impact Report (EIR) for the State Water Interconnection Project. SPEAKER Staff: Betsy Cooper, Water Resource Manager PUBLIC COMMENT COMMISSIONER COMMUNICATIONS Per Government Code Section 54954.2(a), the Commissioner Communications section of the agenda provides the Water Commission the opportunity to ask a question for clarification, make a brief announcement, or make a brief report on his or her own activities. GENERAL MANAGER REPORT ADJOURNMENT Administrative Reports relating to this agenda are available in the Ventura Water Office, 336 Sanjon Road, Ventura, during normal business hours as well as on the City’s Web Site – www.venturawater.net. Materials related to an agenda item submitted to the Ventura Water Department after distribution of the agenda packet are available for public review at the Ventura Water Office. Commission Chair Hubner called the meeting to order at 5:37 p.m. ROLL CALL – WATER COMMISSION Present: Commissioners Feeney, Mills, McCarty, McCombs, McCord, Burton, and Hubner and Alternate Commissioner Anderson. Absent: None. PLEDGE OF ALLEGIANCE WATER COMMISSION ITEMS 1. MINUTES RECOMMENDATION Approve the minutes of the April 23, 2019 regular session. Members of the Public: None. Commissioner Burton moved to approve the recommendation. Commissioner McCombs seconded the motion. The vote was as follows: AYES: Commissioners Feeney, McCarty, McCombs, Mills, Burton, and Hubner NOES: None. ABSTAIN: Commissioner McCord. Commission Chair Hubner declared the motion carried. 2. RESOLUTION UDPATING WATER COMMISSION RULES OF PROCEDURE Staff recommends the Water Commission consider and approve a resolution of the Water Commission of the City of San Buenaventura, California, updating the Water Commission Rules of Procedure. Members of the Public: Brian Brennan. Commissioner Burton moved the staff recommendation to include Commissioner McCord’s suggestion to replace the words “on any” with “per” in section 3.4 below: 3.4 Oral Presentation - Time Limits, and Number of Speakers […] (c) In order to conduct orderly and timely meetings, members of the public making oral presentations to the Commission in connection with one or more agenda items at a single meeting are limited to three (3) minutes on any per agenda item unless otherwise provided. If the Chairperson deems it appropriate, in extraordinary circumstances he or she may extend the time limit for any speaker. The Chairperson may also limit the time provided to speakers in order to ensure an orderly and timely meeting. Except when necessary for immediate clarification of a particular point, no person shall be allowed to speak a second time until all others wishing to be allowed to speak have had an opportunity to do so, and then only at the discretion of the Chairperson. Commissioner McCarty seconded the motion. The vote was as follows: AYES: Commissioners Feeney, McCarty, McCombs, McCord, Mills, Burton, and Hubner. NOES: None. GROUNDWATER SUSTAINABILITY AGENCIES AND SANTA PAULA BASIN TECHNICAL ADVISORY COMMITTEE UPDATE Staff recommends the Water Commission receive an oral update on the status of local Groundwater Sustainability Agencies and the Santa Paula Basin Technical Advisory Committee. Members of the Public: None. Informational Only – No Vote. 4. FINAL DRAFT 2019 COMPREHENSIVE WATER RESOURCES REPORT It is recommended that the Water Commission receive this written report and an oral presentation on the Final Draft 2019 Comprehensive Water Resources Report and recommend approval to the City Council. Members of the Public: None. Commissioner Burton moved the staff recommendation with the following changes: 1) Addition of information (AFY) in the second column of Table 3-8 2) Relabel Table 4-1 3) On Table 6-1 replace Footnote 5 verbiage “high and low” with “projected” 4) Review report for the correct use of “historic” and “historical” 5) On Table 6-4 add language to the cost of recycled study to “at the time” or other language to soft prediction 6) On Table ES-1 replace the verbiage “available supply” to “surplus/deficit” 7) In the Executive Summary, Ventura River/Foster Park section, add the following sentence “environmental and other concerns may impact this report” Commissioner McCombs seconded the motion. The vote was as follows: AYES: Commissioners Feeney, McCombs, McCord, Mills, Burton, and Hubner. NOES: Commissioner McCarty. 5. WATER COMMISSION CONSIDERATION OF SUMMER SCHEDULE Staff recommends the Water Commission retain the regularly scheduled June 25, 2019 and August 27, 2019 meetings, and cancel the July 23, 2019 meeting. PUBLIC COMMENT COMMISSIONER COMMUNICATIONS Commissioner McCord mentioned that there would be an AdHoc meeting for the California WaterFix Project scheduled in September. Commission Chair Hubner congratulated Susan Rungren on her promotion to Ventura Water General Manager. GENERAL MANAGER REPORT • City Council was presented with the new budget and they are scheduled to approve it next month. • The General Manager gave a verbal report on the status of Capital Projects and an update will be provided each meeting. • The new Public Works Director Phil Nelson and the Water Department are working together on Capital Projects and on filling the new Engineering positions. • Update on
