ADOPTION OF THE MINUTES a) Minutes of the Regular meeting held on July 3, 2012 CAO noted that the minutes should read Tuesday, July 3, 2012 not Monday, July 3, 2012. 139/2012: Moved/Seconded That the Minutes of the Regular meeting held on July 3, 2012 be adopted as amended. CARRIED 4. BUSINESS ARISING FROM THE MINUTES/ UNFINISHED BUSINESS Nil I • Minutes - Regular Meeting July 16, 2012 Page 2 5. PETITIONS AND DELEGATIONS a) Edgar Shiels - 400 2nd Avenue - Catch basin concern • Letter and complaint form dated July 10, 2012 Mr. Shiels did not attend the meeting. 140/2012: Moved/Seconded That staff prepare a report on the drainage issue at 400 2nd Avenue including possible solutions and potential costs, for consideration during the 2013 capital budget deliberations. CARRIED 6. CORRESPONDENCE a) Request from Similkameen Sizzle Pepperfest Committee for assistance from the Village for set up for the Sept. 15, 2012 event • Letter received July 5, 2012 CAO advised that Village equipment should not be used to haul the trailer to the beverage garden location as the trailer is not insured or licensed. 141/2012: Moved/Seconded That Council approve the request for the following assistance to the Similkameen Sizzle Pepperfest for their event to be held September 15, 2012 as outlined in their letter dated July 5, 2012: • Dumpster at public works yard left open; • Access to the electrical power at the pool; • Bathrooms in Information Center open; • Rocks moved to allow access into park from 8th Avenue; • Mark sprinkler head and valve locations in the park to avoid possible damage; and • Install the snow fence for the beer garden And That staff be instructed to keep track of the costs for the work and goods provided to the Committee. CARRIED 7. REPORTS a) Mayor's Report • Report for the period July 3 to 15 circulated at meeting • Noted the Similkameen BBQ King event at the Grist Mill was well attended. • A councillor noted she had been told that some Keremeos residents were disappointed at the $75 ticket cost, indicating it was too high. b) Council Committee and Liaison Reports Councillor Arlow • Attended the Museum Society meeting on July 12, 2012. j.. Minutes - Regular Meeting July 16, 2012 Page 3 Councillor Cowling • Nothing to report Councillor Evans • Attended the Kid's Camp on July 6, 2012. 50 kids attended the camp and 120 people attended the windup barbecue. c) Staff Reports i) 2012 Citizen Survey Results • CAO Report dated July 16, 2012 142/2012: Moved/Seconded That the 2012 Citizen Survey results be received and that Council consider the results during its 2013 budget deliberations and 2013 strategic priority settings session. CARRIED 143/2012: Moved/Seconded That a special meeting be arranged for Council to discuss public concerns/comments in the survey and to discuss the role and success rate of Council. CARRIED ii) Community Infrastructure Improvement Fund (CIIF) • CAO Report dated July 16,2012 144/2012: Moved/Seconded That the CAO report dated July 16, 2012 regarding the Community Infrastructure Improvement Fund be received for information. CARRIED iii) Provincial White Papers - Modern Building Regulatory System & Certification of Building Officials • CAO Report dated July 16, 2012 145/2012: Moved/Seconded That the Village of Keremeos provide a letter to the Ministry of Energy and Mines stating the following concerns related to the potential binding regulations outlined in two Provincial White Papers entitled "Modern Building Regulatory System" and "Certification of Building Officials" released by the Ministry in February 2012: • Proposal related to a provincial levy on construction fees would increase the cost of construction; would require extra staff time during the application process for the collection, disbursement and remittance of the provincial fees; and add extra staff time for accounting and audit processes, all of which will mean increased operating costs for the local governments; and • The province should provide financial assistance to local governments to support the implementation of the certification system for building officials. BUSINESS a) Discussion on 2012 Citizen Survey Results Council discussed the following in relation to the survey: • Most comments seem to indicate the citizens are uninformed - they don't know the process and what is within the village's jurisdiction. • The complaint list is huge and we should address the ones we feel we can address. • Public perception is that council is not visible enough; we should try to be more visible. • Politicians are judged as a group not as individuals. • What we have is an education/communication problem. • Should do series of articles in the paper to let public know the village boundaries; what services we provide; costs involved in providing those services. • New website will have quarterly newsletter. • Lots of comments regarding bylaw enforcement. • Need to do proactive press releases - one about the survey. • General perception that government does not listen. • 34% approval rating for council is decent, but 87% approval rating for staff means there is still 13% room for improvement. REGIONAL HOSPITAL DISTRICT July 24, 2012 Residents of the Similkameen Keremeos Village Hall Keremeos BC VOX 1NO Dear Executive Member: RE: Request for Letter of Support - Penticton Regional Hospital Patient Care Facility The Okanagan Similkameen Regional Hospital District has made an application to the Province of British Columbia, through Interior Health, expressing great concern about the deteriorating state of the undersized Penticton Regional Hospital (PRH). This hospital consistently operates at 110% of its capacity and serves a population base of approximately 90,000 citizens. PRH opened in 1951 to serve the acute health care needs of a population of 10,500. Back then, there were few medical services available, computers had not been invented and the "Baby-Boomers" were in their infancy. There have been many incredible technological changes in healthcare over the past 60 years along with the inclusion of the entire region's population and the natural aging of the residents.
