Prepared by a Committee of parish councillors and experienced volunteers the Preferred Option Draft INDP is a new type of development plan that allows local people and business to come together to plan the future development of Ilkley. In our Vision for 2030 we want Ilkley to be a vibrant, viable and succesful town, meeting the needs of young and old, this generation and the next. To achieve this we have identified a series of draft planning policies in this Draft INDP. Taking advantage of the power available to parish councils granted through the Localism Act 2011, the Parish Council applied to City of Bradford Metropolitan District Council (CBMDC) for the whole parish area to be designated a neighbourhood planning area (see Figure 1, page 4). This application was approved by the CBMDC's Executive Committee on 5 November 2013. 1.2 This is the Preferred Options Draft of the NDP. When complete the plan will give local people more say in the future development of the area by setting planning policies to help guide, control and promote future development. This document is accompanied by a separate Policies Map that shows the Preferred Option Draft’s various proposals. 1.3 The Preferred Options Draft Ilkley Neighbourhood Development Plan (INDP) has reached an important stage and we want to hear your views. Comments on the Preferred Option Draft INDP must be made in writing by 13th November 2017 and returned to: Ilkley Town Hall, Station Road, Ilkley, LS29 8HB Or by email to: [email protected] 1.4 The INDP is structured in the following way: Chapter 2 - Why do we need to prepare a Neighbourhood Development Plan for Ilkley sets out the background to the INDP and describes why the Parish Council think it is important local people take the opportunity to use this new power. Chapter 3 - How long will it take to prepare the INDP? Sets out the INDP preparation process that we must follow to prepare the INDP and shows our intended timetable for getting through to the end of the process. Chapter 4 - “4. City of Bradford Metropolitan District Strategic Planning Policy” outlines the strategic planning policy framework within which the INDP has been prepared. [AUTHOR NAME] 7 ILKLEY NEIGHBOURHOOD DEVELOPMENT PLAN, OCTOBER 2017 Chapter 5 – “Key Issues for the INDP” outlines the background to the area and the key issues the INDP will address Chapter 6 – “Vision and Objectives for the INDP” sets out the vision for Ilkley in 2030, along with the Plan’s objectives to help us deliver this vision. Chapter 7 – “INDP Policies and Proposals” is the real “heart” of the document and sets out the INDP’s draft planning policies and proposals for the area. The INDP has two other chapters. One telling you how you can comment on the INDP, and, finally, a chapter setting out how the Parish Council will monitor the success of the INDP, and, if necessary, how the Parish Council will review the document if things become out of date, or are not working as intended. [AUTHOR NAME] 8 ILKLEY NEIGHBOURHOOD DEVELOPMENT PLAN, OCTOBER 2017 2 Why do we need to prepare a Neighbourhood Development Plan for Ilkley? 2.1 Neighbourhood Development Plans (NDPs) are a relatively new part of the statutory development planning system. Just as local authorities, including CBMDC, can produce development plans such as the Core Strategy to promote, guide and control development of houses, businesses, open spaces and other uses of land so, too, now, by preparing a NDP, can parish councils. 2.2 NDPs, when complete, form part of the statutory development plan for an area; in our case, CBMDC. 2.3 The INDP when finalised will give local people more say on the future development of the area. We can say this because NDPs have the following benefits: NDPs are part of the development plan and carry what is known as “statutory weight” when planning decisions are made. [AUTHOR NAME] 9 ILKLEY NEIGHBOURHOOD DEVELOPMENT PLAN, OCTOBER 2017 NDPs give local people the final say on the plan for the area through a referendum. NDPs can bring a financial benefit to an area. CBMDC have introduced a levy on future development called the Community Infrastructure Levy (CIL). Without a NDP the Parish Council would receive 15% of any CIL collected in the area (£100 per sq. m. of any new residential development; £50 per sq. m. for any large supermarket). If we have a finalised INDP we receive 25% of any CIL collected in the area. With many new homes proposed in Ilkley in the future, this could be a significant sum. 2.4 Possibly the single biggest issue facing the area, is the review of the Green Belt. Neighbourhood development plans cannot review Green Belt boundaries. Such a review must be undertaken through a Local Plan review, this is a CBMDC responsibility. However, the INDP presents an opportunity for the Parish Council to canvas local opinion on where such a review should take place and to then use this information in putting together a formal response to any Green Belt review undertaken by CBMDC. We will arrange to seek the views of the community on this important issue once the Green Belt review is triggered by Bradford MDC. [AUTHOR NAME] 10 ILKLEY NEIGHBOURHOOD DEVELOPMENT PLAN, OCTOBER 2017 3 How long will it take to prepare the INDP? 3.1 The INDP must be prepared following a procedure set by government (Figure 2). At the moment, we are in the early stages of plan preparation. Since designation work has been undertaken on consultation, analysing evidence, appraising sites and responding to CBMDC’s Core Strategy consultations. All residents of Ilkley who are eligible to vote will be entitled to vote in the referendum. Before embarking on the first of these formal consultations the Parish Council want to hear your views on this Preferred Option Draft of the INDP and to help us make decisions on some key questions. They are highlighted throughout the Preferred Option Draft in the following way: INDP CONSULTATION QUESTION DOES DRAFT POLICY INDP1 PROVIDE AN APPROPRIATE BASIS FOR ASSESSING NEW PROPOSALS FOR HOUSING DEVELOPMENT IN ILKLEY? 3.3 After this Preferred Option Draft consultation, the INDP will be revised and we will undertake the first of the formal minimum six- week consultations, this is known as the “Regulation 14 consultation”. After the Regulation 14 consultation the INDP will be revised and submitted to CBMDC. CBMDC will consult on this Submitted Draft of the plan for a further minimum six-week period, the “Regulation 16” consultation. All these consultations should engage all those who live, work and carry out business in the area, as well as statutory bodies and other groups with interests in the area. 3.4 The INDP will then be subject to independent examination.
