Recommendations· for Council action, from an earlier Council action: . 1. DIRECT the City Clerk to provide a copy of the report of the Neighborhood Mapping Task Force (NMTF) to each Council office that represents the San Fernando Valley. 2. DIRECT the Department of Neighborhood Empowerment (DONE), with assistance from the Bureau of Engineering, to place a copy of the report of the NMTF on the DONE web site and collect for future discussion any comments or corrections. : 3. DIRECT the DONE to maintain the map and any future maps that may be created and update them every six months. Fiscal Impact Statement: None submitted by the NMTF. Neither the Chief Legislative Analyst nor the City Administrative Officer has completed a financial analysis of this report. SUMMARY At its regular meeting held on November 9, 2005, the Education and Neighborhoods Committee considered a report from the Neighborhood Mapping Task Force relative to a map identifying the City's neighborhoods and communities. The Task Force reports that they reviewed maps of zip · codes, the City's community planning areas and related 35 community plans, Neighborhood Council boundaries, annexation dates, City Clerk records of neighborhood boundaries established through Council Motions, a Department of Transportation list of neighborhood street signs, and an effort by unknown staff from the era of Mayor Tom Bradley to draw a single map containing all of the neighborhoods of the San Fernando Valley. The Task Force also reports that given the size of the City, they decided to focus on the San Fernando Valley, ·which also had the advantage of being a newer part of the City with well identified community names. During the discussion of this item representatives from Council District 4 and the Bureau of Engineering presented a map of the San Fernando Valley with transparent overlays depicting the different planning areas and boundaries. October 31, 2005 TO: Honorable members, City Council FROM: Neighborhood Mapping Task Force Erik Sanjurjo, Task Force Chair €S SUBJECT: Report of the Neighborhood Mapping Task Force SUMMARY: Report is meant as background to work of Neighborhood Mapping Task Force, which set out to map the many neighborhoods and communities of the City, beginning with the San Fernando Valley. This project was initiatied by staff of Council Districts 4 and 9 in order to create a resource for decision-makers in anticipation of a new policy for community renaming. Report is a policy discussion that explains how maps were developed. The motion came on the heels of the controversy stemming from the efforts of a portion of the Van Nuys community to rename their area "Lake Balboa." A year after Councilmember Miscikoski's proposal, Councilmember LaBonge introduced a motion [CF#03-0182] requesting that the Department of Neighborhood Empowerment, Planning Department, Department of Transportation and the City Clerk work with the Bureau of Engineering's Map Division to produce a map showing all of the City's identified community and neighborhood names. The thinking behind the motion was that before the City devises a new process for renaming communities, a baseline is needed to determine what communities were already in existence. METHODOLOGY Staff met and reviewed what information was currently available regarding identified city neighborhoods and communities.
