THE CITY OF EDINBURGH COUNCIL THE CITY OF EDINBURGH COUNCIL (FERRY ROAD, PENNYWELL ROAD, MUIRHOUSE PARKWAY & SILVERKNOWES PARKWAY, EDINBURGH) (TEMPORARY ROAD RESTRICTION AND TRAFFIC REGULATION) ORDER 2020 - TEMP/20/162 THE CITY OF EDINBURGH COUNCIL in exercise of the powers conferred on them by Section 14 (1) (b) of the Road Traffic Regulation Act 1984, as amended by the Roads (Scotland) Act 1984, and of all other powers enabling them in that behalf hereby make the following Order: - 1. This Order may be cited as "The City of Edinburgh Council (Ferry Road, Pennywell Road, Muirhouse Parkway & Silverknowes Parkway, Edinburgh) (Temporary Road Restriction and Traffic Regulation) Order 2020" and shall come into operation on the Sixth day of October Two thousand and twenty and shall remain in force up to and including the Fifth day of April Two thousand and twenty-two. The circumstances necessitating the restrictions within this Order, as stated in Articles 3 and 5, will be subject to ongoing review and should it be determined that the restrictions are no longer required, then at that time the temporary restrictions shall be revoked by notice, under a separate Order. 2. (a) In this Order the following phrases have the meanings respectively assigned to them: "Article" means an Article of this Order; "invalid carriage" has the same meaning as in Section 136 of the 1984 Act; "parking attendant" has the same meaning as in Section 63A of the 1984 Act; "pedal cycle" shall have the meaning assigned to that phrase by section 151 of the Roads (Scotland) Act 1984; "road" has the same meaning as in Section 151 of the Roads (Scotland) act 1984 and for the avoidance of doubt, for the purposes of this order, includes part of a road; (b) References in this Order to a disabled person, to a disabled person's badge, to a disabled person's vehicle and to a vehicle displaying a disabled person's badge in the relevant position shall be construed in accordance with the 1984 Act, The Disabled Persons (Badges for Motor Vehicles) (Scotland) Regulations 2000 and The Local Authorities Traffic Orders (Exemptions for Disabled Persons) (Scotland) Regulations 2002. 3. Save as provided in Article 4, to facilitate improved safety for pedestrians and cyclists during the current Covid-19 pandemic, supporting social distancing so that people can safely walk, wheel or cycle, no person shall, except with the permission of a Parking Attendant, cause or permit any vehicle to wait on any part of Silverknowes Parkway (north side) from a point 31 metres or thereby east of the east end of the bus layby (east of the Silverknowes Roundabout), eastwards for a distance of 30 metres or thereby. 4. Nothing in Article 3: (a) shall apply so as to prevent any person from causing or permitting a vehicle to wait in any road described in said Article while the vehicle is in actual use for the purpose of delivering or collecting goods or while loading or unloading goods from or to premises adjoining the said road; provided that: i. no such vehicle so engaged shall wait for a period of more than thirty minutes in the same place; and ii. no such vehicle so engaged shall return to the same place, unless a period of more than thirty minutes has elapsed since the termination of the previous waiting period. (b) shall apply to a vehicle displaying a valid disabled person’s badge, provided that said vehicle is being used by, or for the conveyance of, the holder of a valid disabled person’s badge. 5. To facilitate improved safety for pedestrians and cyclists during the current Covid-19 pandemic, supporting social distancing so that people can safely walk, wheel or cycle, no person shall, except with the permission of a Parking Attendant, cause or permit any vehicle to wait or load onto or unload from any vehicle on any part of the roads specified in the Schedule to this Order. (witness) signed on behalf of Executive Director of Place SCHEDULE ROADS ON WHICH WAITING, LOADING AND UNLOADING WILL BE PROHIBITED Ferry Road: (south side) (i) from the entrance to the works west of Crewe Toll Roundabout, eastwards for a distance of 18 metres or thereby (up to the zig-zags); (ii) from the entrance to the works west of Crewe Toll Roundabout, westwards for a distance of 110 metres or thereby (up to the pedestrian crossing); (iii) from the east kerbline of Easter Drylaw Drive, eastwards for a distance of 16 metres or thereby (up to the disabled bay); (iv) from a point 26 metres or thereby east of the east kerbline of Easter Drylaw Drive (east of the disabled bay), eastwards for a distance of 4 metres or thereby (up to the pedestrian crossing) and (v) from a point 36 metres or thereby east of the east kerbline of Easter Drylaw Drive (east of the pedestrian crossing), eastwards for a distance of 22 metres or thereby (up to the next pedestrian crossing); (north side) (i) from a point 35 metres or thereby west of Crewe Toll Roundabout (western end of the zig-zags), westwards for a distance of 135 metres or thereby (up to the pedestrian crossing); (ii) from a point 175 metres or thereby west of Crewe Toll Roundabout (western end of the pedestrian crossing), northwards for a distance of 25 metres or thereby (up to the next pedestrian crossing); and (iii) from a point 95 metres or thereby east of the east kerbline of the side road to the service road/Ferry Road Grove (start of current double yellow lines) eastwards for a distance of 195 metres or thereby (end of current double yellow lines).
