Those summer storms – as well as Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee – signal that we need to rebuild our com- munities in a way that will mitigate against future risks and build increased resilience. To meet these pressing needs, Governor Andrew M. Cuomo led the charge to develop an innovative, community-driven program.
