Brief Report On Public Consultation meeting held at Saphale Station for Quadrapuling of Virar - Dahanu of MUTP III projects On 14th June 2019 Mumbai Railway Vikas Corporation Ltd. Report on Public Consultation held at Saphale Station for Quadrupling of Virar – Dahanu corridor of MUTP III projects. Introduction: Mumbai Railway Vikas Corporation (MRVC) has planned to implement MUTP-III project in Western and Central Railway corridors. MRVC has sought loan assistance from AIIB (Asian Infrastructure Investment Bank) for implementation of the following projects of MUTP-III. a. Quadrupling of Virar - Dahanu corridor (63 RKms) b. Panvel-Karjat – Double Line Suburban corridor (30 RKm) c. Mid-Section Trespass Control Measure on Mumbai Suburban Section of Central and Western Railway. The Quadrupling of Virar - Dahanu section of Western Railway will include laying of 3rd and 4th line parallel to existing railway lines. It is 63 Kms in length and will pass through seven intermediate stations. It will not only ease overcrowding in Suburban trains bound for Dahanu Road and back to Churchgate but also ensure hassle free journey and greater comfort to the commuters. Panvel and Karjat Double Line Suburban Corridor (30 RKm) on Central Railways is a long-standing demand of the people living in the area, which will effect faster and easy railway movement in the stretch. A general public consultation on social and environmental issues and safeguards with all the stakeholders has been conducted by MRVC during each phase of project implementation. The consultation primarily helped in disclosing technical information about the project, social and environmental safeguards with the people centric approach. The MRVC has conducted consultation and participation of the people likely to be affected or displaced due to the MUTP III projects both in formal and informal way. During the consultation with PAP’s various issues has been addressed regarding Land Acquisition, compensation, GRM, structures likely to be affected, social risk, Common Property Resources (CPR), issues related to land acquisition, values of affected assets and role of administration. Various methodologies has been adopted by MRVC for Public consultation like informal and formal group consultation, FGD, in-depth interviews etc. The consultations were also conducted with different homogeneous group such as traders, women, vulnerable group etc. During the pre-appraisal meeting of Asian Infrastructure Investment Bank (AIIB) which was held in May 2019 at MRVC office at Mumbai, the AIIB has said to keep one more Public Consultation before Land Acquisition process starts. Accordingly, on AIIB requirement MRVC has planned to conduct Public Consultation at two locations Saphale Station and Boisar Station of Virar - Dahanu corridor. Sonawane – LA field staff 8 Dhanalaxmi Bhosale, Environmental Specialist 9 Vikas Tambe. – Social Scientist 10 & Support staff of MRVC Objective of the meeting: The main objective of this public consultation was to inform and gather opinion of common public on the Environmental and Social Impact and its mitigation measures as proposed in the Environment and Social management plan (ESMP) of Virar - Dahanu corridor Social & Environment Assessment Report as published on MRVC website. Also to make aware about the current situation, benefits, method and process of Land acquisition of project. The issues discussed during consultation are as follows: o Environmental and Social issues o Impact on Environment and social aspects due to project o Proposed ESMP as given in Environment Assessment Report for the project o Expectation of the people from the project. Opening Remark: Shri. Anand Kulkarni, Dy. CPM IV, MRVC, opened the meeting by welcoming the participants and explained briefly about the aim of meeting and describes the project. Public Consultation at Saphale station: The Public Consultation planning has started one month before starting from selection of location, making banner, preparing information broacher, notice publication in local newspapers, creating awareness among the nearby catchment community area for better attendance. The concern Stakeholders were invited by sending official letters and publishing consultation notice of various reputed newspapers (Times of India, Loksatta, Samana, Maharashtra Times, Navbharat Times and Dahanu Times) dated on 9th June, 2019. The local 3 community and project affected people were also informed by MRVC field level staff. Over 60 people participated in the meeting including local residents, project affected people, etc. Public Consultation meeting start with welcoming of all people and introduction of MRVC staff and local attendees. The people are well aware about Quadrupling of Virar – Dahanu corridor of MUTP III project. The team has explained the current situation, silent features passenger’s amenities and benefits of the project. People were also informed about the method and process of Land acquisition i.e. direct purchase through negotiation. It was informed that the process includes The Government Decision No. SANKIRNA-03/2015/Para. Kra. 34/A-2 dated 12th May 2015, Revenue & Forest Department, Govt. of Maharashtra. a notice (number 3) will be published in local newspaper giving details of land being acquired i.e. survey/Gut number, area being acquired and nae of the land owners with request to submit consent form to respective SDO. In addition, formal notice will be issued to all PAPs for requesting them to give consent for purchase of land for the project with proposed rates. Village wise rates will be finalised by District Level Committee headed by District Collector and as per Procedure given in the provision of Article No. 26 to 30 of Land Acquisition Act 2013 & Schedule I, including other related features, then 25% will be added to the above-calculated compensation. Assets attached to the land i.e. structures, trees etc. will be paid as per valuation of these assets by respective departments of Govt of Maharashtra with 100% Solatium. In case, PAP does not agree sale of land by Direct Purchase Method for the project, land will be acquired under Land Acquisition Act 2013 and compensation will be paid accordingly. PAPs are not entitled for additional 25% compensation in such cases. The people were asking more questions regarding the Land Rates and requested for increased rates. It was informed that rates are finalised as per provision given in Article No. 26 to 30 of Land Acquisition Act 2013 & Schedule I, including other related features. It was also told to provide any details available for increase in rates. If, there is any omission in deciding rates by District Level Committee, it will be considered, and rates will be revised. Some of people has quarry on Joint Measurement and not having their names in survey number, the MRVC team has given answer to all such kind of question arises and people were satisfied with answer. Overall, the Saphale Station public consultation was done in positive way as people were happy with the project and the compensation.
