(EC.2) Dept., Dt.8.1.2007. 4) From the Member, Secretary, AFRC, Lr.No.14/AFRC/FF/2012-13/372-374, Dt.27.09.2012. **** O R D E R: The Member Secretary, Admission and Fee Regulatory Committee (AFRC) in the reference 4th read above have submitted the recommendations of AFRC to Government for notification of fee in various Professional Institutions for the year 2012-13. Government, after careful examination of the entire matter, has decided to issue the following notification which shall be published in the Andhra Pradesh extra-ordinary Gazette on 10.10.2012. NOTIFICATION In exercise of the powers conferred under rule 8 and 9 of the Andhra Pradesh Regulation of Admissions into MBA / MCA Professional courses through Common Entrance Test Rules, 2006 issued in the G.O 2nd read above, read with sub rule (v) of Rule 4 of the Andhra Pradesh Admission and Fee Regulatory Committee (For Professional courses offered in Private Un-aided Professional Institutions) Rules, 2006 issued in the G.O 3rd read above and in pursuance of the resolution of the Committee (AFRC) dt.27.09.2010, the Governor of Andhra Pradesh hereby notify the following Fee structure for MBA / MCA courses in Private Unaided Institutions in the State of Andhra Pradesh for the academic year 2012-13:- For MBA / MCA Professional courses: I. The Tuition fee fixed for Institutions imparting MBA course, Institution wise is appended as Annexure-1 A, 2 A, 3 A & 4 A. II. The Tuition fee fixed for Institutions imparting MCA course, Institution-wise is appended as Annexure-1 B, 2 B, 3 B & 4 B. The following special fees are fixed under various head towards special fee for MBA/MCA Courses for all Institutions for the academic year 2012-13 :- i) Rs.2,000/- as one time payment per student at the time of admission towards Admission / Registration / Recognition fees and out of the said amount of Rs.2000/-, an amount of Rs.500/- shall be remitted by the Institutions to the concerned University and the remaining amount of Rs.1,500/- shall be retained by the Institution. Consequently Government also hereby issue the following directions to the concerned Private MBA / MCA Institutions:- (i) The enhanced fee as recommended by AFRC for the year 2012-13 in respect of institutions whose proposals have been evaluated based on the details / figures furnished by them to AFRC is subject to further physical verification by the task forces constituted in G.O.Ms.No.54, Higher Education (EC.2) Department, dt: 11.08.2012, with regard to implementation of revised pay scales (Sixth Pay of AICTE, 2006 for teaching staff and IX PRC of the State Government for non-teaching staff) and any other relevant details furnished by the said Institutions. If it is found that the data given by the Institution is not correct, the Fee shall be revised by making necessary deductions of the fee determined to be excess for the block period 2013-2016 and this fact shall be informed to the University concerned and AICTE for taking necessary action in accordance with Law. (ii) The fee fixed at Rs.42,300/- each for MBA & MCA courses for the academic year 2012-13 in respect of the institutions mentioned in Annexure 3 A & 3 B is subject to revision by AFRC on the basis of the material that has been produced by them. (iii) The institutions shall collect the Annual Tuition fee every year in advance only for that particular year either in a lumpsum or in installments, if it so opts. Page 2 of 53 (iv) The Institutions shall not charge any capitation fee or any amount unauthorisedly or illegally under any other head or guise (e.g., donation etc.), either directly or indirectly, other than the fee fixed by the AFRC, as collection of any such unauthorized amounts would amount to charging of Capitation Fee, and that the surplus (profit) that is generated from the collection of the Fee must be for the benefit of the Institution, and can not be diverted for other purposes or for personal gain. (v) The Institutions are informed that fixation of the Fee Structure by the Admission & Fee Regulatory Committee will not by itself enable or permit the managements to run the relevant courses in their institutions, if they are otherwise not duly recognized and permitted by the Government or AICTE / Concerned University at any relevant time. (vi) As per the directions of the Hon’ble Supreme Court in SLP No.34050-34080/2011, the impact on financial burden of each institution pursuance to implementation of revised pay scales be shared by the fresh students taking admissions in the institutions for the academic year 2012-13 and fee rise for the academic year 2012-13 shall be subject to adjustment on fee structure being revised for the academic years 2013-14, 2014-15 and 2015-16.
