Whether 28 U.S.C. § 2284(a) is jurisdictional and mandates that an action challenging the apportionment of a state legislative district under the Voting Rights Act must be heard by a three-judge panel? 2. Whether the doctrine of laches should apply to require that any challenge to state legislative district under the Voting Rights Act be barred when a) it is brought too late to allow an orderly process of judicial review and legislative response, and b) there was reason to know of the cause of action in time to file a suit to which such a review and response would have been possible? 3. Whether a single majority-minority district is subject to challenge under §2 of the Voting Rights Act? 4.
