fact sheet Air quality in Norway : Summary of the Authority’s findings Zone NO1: Oslo, Asker, Bærum, Lørenskog, Skedsmo, Oppegård, Ski , Lier and Drammen The concentration thresholds for nitrogen dioxide (NO2) have been breached continuously in Oslo since 2008. The main source for the pollution is traffic. While measures have been introduced to tackle emissions from road traffic and an action plan is in place, studies indicate that it is unlikely that levels of pollution will fall to the required levels by 2025, even if all the suggested measures are enacted. Zone NO2: Bergen Having examined the request from Norway, the Authority has decided to extend the time limit for compliance with the concentration thresholds for NO2 in Bergen until 1 January 2015. This means that although the concentration thresholds for the pollutant were breached in 2008, 2010 and 2012, there is no breach of EEA law. An action plan which dates from 2008 is in place, aimed at improving air quality. However the Authority believes it could be improved by including more information quantifying the observed effects of the measures adopted so far. Zone NO3: Trondheim The concentration thresholds for nitrogen dioxide NO2 were exceeded every year between 2008 and 2011. No action plan has been established to address this. In addition, Trondheim has also recorded excessive levels of pollution from particulate matter (PM10) between 2009 and 2012. Although an action plan is in place to deal with this problem, it lacks any clear timetable for the implementation of remedial measures and there is no indication when the issue is expected to be resolved, meaning that Norway has failed to meet the requirements of EEA law. Zone NO4: Sone Øst (“Eastern Zone”) In 2011, the concentration thresholds for sulphur dioxide (SO2) were exceeded. This triggered a requirement to produce an action plan for the zone, however no such plan has yet been drawn up, meaning that Norway is in breach of EEA law. In addition, there were exceedances of PM10 in both 2009 and 2011 and no action plan has been put in place to address this. Zone NO5: Sone Vest (“Western Zone”) There were exceedances of nitrogen dioxide (NO2) recorded in the period 2008-2011.
