Development Proposals 1.2 The existing site is a commercial / industrial unit where small scale paper recycling is currently undertaken. The proposal seeks to demolish the existing buildings within the site in order construct a new B2 / B8 unit (1,050sqm (GIA)) with associated parking and storage. The Regional Plan, Local Context Plan, Site Boundary Plan and Routeing Plans are included within Figures 1-4. 1.3 The existing and proposed highway layout plan is located at Appendix A. Objectives of Construction Logistics Plan 1.4 This Outline Construction Logistics Plan (CLP) details the expected management of construction traffic during the construction period. A detailed CLP will be provided once the main contractor is employed to complete the works, in order to firm up the assumptions made in this report. 1.5 This Outline CLP, and the following detailed report, seeks to provide a robust construction strategy that will minimise the potential for disruption to ‘Community Considerations’ such as local residents, businesses, members of the public and visitors to the site as well as other users of the adjacent highway network by the proposed programme of construction works. 1.6 It also seeks to minimise the environmental impact of the construction process on the locality and will provide best endeavours to be part of a coordinated and collaborative approach with surrounding developments, including consultation when necessary and appropriate. This CLP has been prepared in line with TfL’s Construction Logistics Plan guidance (July 2017). 1.7 Site specific objectives are as follows: • To ensure construction vehicles are timed so that only the number of vehicles able to be accommodated on-site attends the site at any one time; • To ensure no construction vehicles are required to wait on-street, thus do not obstruct the local highway network; and Costruction Logistics Plan: Lombard Wall, Charlton 1 P:\2020\4461 - Lombard Wall, Charlton\Reports\R03-LD-SD Outline Construction Logistics Plan (210427).docx April 2021 • To ensure pedestrian and cyclist safety is maintained at all times during the construction period, particularly with regards to the Local Cycle Route which extends along the site frontage on Lombard Wall. CLP Structure 1.8 The remainder of this Outline CLP will be structured as follows: • Section 2 details policy at national, regional, and local level and sets out the existing situation from the context of construction vehicles; • Section 3 includes the construction programme and proposed methodology; • Section 4 presents the vehicular routes to and from the site; • Section 5 details the strategies and measures to be adopted for construction logistics; • Section 6 presents the vehicular types and anticipated level of movements; • Section 7 includes details of the monitoring and review process for the CLP; and • Section 8 provides a summary. Costruction Logistics Plan: Lombard Wall, Charlton 2 P:\2020\4461 - Lombard Wall, Charlton\Reports\R03-LD-SD Outline Construction Logistics Plan (210427).docx April 2021 2 CONTEXT, CONSIDERATIONS AND CHALLENGES Policy Context National Planning Policy Framework (February, 2019) 2.1 The NPPF sets out long-term strategies for sustainable development which includes the management of traffic, including those associated with construction activity. Paragraph 110 of the NPPF states that within this context, applications for development should: ‘Allow for the efficient delivery of goods, and access by service and emergency vehicles’. London Plan (March, 2021) 2.2 The London Plan sets out considerations for construction at ‘Policy T7 Deliveries, servicing and construction’ which states: ‘J - Development proposals must consider the use of rail/water for the transportation of material and adopt construction site design standards that enable the use of safer, lower trucks with increased levels of direct vision on waste and landfill sites, tip sites, transfer stations and construction sites. K - During the construction phase of development, inclusive and safe access for people walking or cycling should be prioritised and maintained at all times.’ 2.3 At point 10.7.7 the document goes on to state: ‘To reduce the road danger associated with the construction of new development and enable the use of safer vehicles, appropriate schemes such as CLOCS (Construction Logistics and Community Safety) or equivalent and FORS (Fleet Operator Recognition Scheme) or equivalent should be utilised to plan for and monitor site conditions. Development proposals should demonstrate ‘good’ on-site ground conditions ratings or the mechanisms to reach this level, enabling the use of vehicles with improved levels of driver direct vision. To support the procurement of these vehicles and to minimise road danger, the Mayor has introduced his Direct Vision Standard, which rates Heavy Goods Vehicles on a star rating from 0 (lowest) to 5 (highest), based on how much the driver can see directly through the cab windows.’ Costruction Logistics Plan: Lombard Wall, Charlton 3 P:\2020\4461 - Lombard Wall, Charlton\Reports\R03-LD-SD Outline Construction Logistics Plan (210427).docx April 2021 Mayor’s Transport Strategy (March, 2018) 2.4 The Mayor’s Transport Strategy states at Proposal 15 that ‘The Mayor, through TfL and the boroughs, will work with business and the freight industry to improve the efficiency and safety of freight and servicing in London by: A.
