Sustainable Public Procurement: The Opportunities Tom Day – Chichester District Council Public procurement • Procurement in two senses – direct and on behalf of the community • Obstacles to be overcome • Accelerating innovation • Working with construction sector CDC Procurement • Not all local authorities are the same – there is a great variety out there • Chichester’s Climate Change Strategy 2004-09 sets out BREEAM ‘excellent standard for all buildings on CDC owned land. • BREEAM does not by itself ensure innovation but it does act as a lever for change East Pallant House Procuring future communities • Planning regime has changed, PPS1, PPS22 etc • New Chichester LDF • Policy Sus3 reduce water consumption, minimise energy consumption, minimise water, utilise sustainable materials. • Proposed to be implemented through BREEAM and EcoHomes standards • Not alone in this but not all LDFs will tackle this issue head on New development Planning and re- development New technologies? • Specific innovation and products not required now but will be as standards increase over time • Costs of sustainable construction – economies of scale, mainstreaming technology • Renewable energy and microgeneration - local authorities will be pushing ahead of the Government’s limited programme • LDF policy Sus7, 30% requirement for new build? Obstacles • Accountancy procedures – the fight for whole life costings • Uncertain planning regime – it’s new to us and to developers and to the planning inspectorate • Building Regulations • Energy Policy? • Cultural / aesthetic perceptions and stereotypes • Training the construction industry • Fear of the new Pressing the accelerator • Local authorities can move faster and further than central and regional government • Planning policy will be patchy but it will help stimulate the market • Once costs come down and designers get used to it then should spread • Costs are an issue, but who are we developing and building for?
