NORTH PETHERWIN PARISH COUNCIL Minutes of the Meeting of Parish Council on Wednesday 28th November 2018 in the Parish Hall at 7.30pm These minutes are provisional until they are agreed and signed by the chairman at the next meeting of the parish council Members present: Councillors: C. Rowland, D. Greathead, V. Cooper, N. Holding, A Greene, D Colwill, N Hawke, B Gunby, I Bellamy In attendance: N. Taylor (Clerk) Members of the public present: 2 18/076 Apologies received and accepted from Cllr Colwill who arrived at 19.55 18/077 Consideration of request of Dispensation: none 18/078 Declarations a. Of Interest in Items on the Agenda: Cllr Gunby declared an interest in PA18/10336 Cllr Hawke and Cllr Greene declared an interest PA18/10204 Cllr Holding declared an interest in item 18/082 (ii) b. Of Gifts over £25: none 18/079 Adoption and signing of the minutes as a true record of the meeting held on 31st October (previously circulated) The minutes of 31 October 2018 were agreed as a true record and signed by the Chairman. 18/080 Public Participation A member of the public spoke regarding Speedwatch. Action: Cllr Greene to speak to Andy Sleeman regarding speed of footballers driving to and from the football ground. Action: Clerk to email Cllr Paynter regarding Speedwatch feedback on police numbers limiting ability to set up Speedwatch posts. Cllr Gunby left the room A member of the public spoke regarding the PA 18/10336. At just under 4 acres, this land has no need for 3 buildings as owners do not farm there. Used for leisure activities. Toilet in stable block with septic tank seems excessive. Cllr Gunby returned to the room. 18/081 To receive Reports from the Chairman, Cornwall Councillor A Paynter, Parish Councillors to include Highways reports The Clerk reported that Stenlakes had been to \North Petherwin School to start work resolving the septic tank issue. It was reported that water in gas pipes at the shooting ground has resulted in Highways work being done. The Clerk reported that an advisory letter has been sent to a property in Brazzacott regarding rubbish. 18/082 Finance (i) To approve payments of this month’s cheques Payments proposed CR, seconded AG N. (iii) Bank Balances as at 1 November 2018 Current a/c 22,017.66 Business Reserve a/c 2,776.81 Total funds 24,794.47 Statements signed by Chair The Clerk presented the bank reconciliation which reveals no issues. (iv) Budget and precept setting 2019/20 Motion: to accept the budget for 2019/20 at £8580 new spend with the additional potential spending of £18510 on earmarked projects and an identified reserve of £2867. Proposed, seconded; all in favour. Motion: to set the precept for 2019/20 at £8580: Proposed, seconded; all in favour. Action: Clerk to complete and send off precept form to Cornwall Council Action: Clerk to make enquiries regarding bins – purchase cost and emptying cost. 18/083 Planning (i) Applications for consideration received to date PA18/09952: 4 bedroom detached dwelling with detached garage. Land At Clematis Cottage Brazacott Launceston Cornwall It was noted that this would lead to an improved aspect and elevation. Motion: to support the application: proposed, seconded: All in favour. PA18/10204: Proposal for the extension and renovation of one dwelling. Bodgate Cottage Access To Bodgate Farm North Petherwin Launceston PL15 8ND Cllr Greene and Hawke left the room The application was discussed. Motion: to support the application: proposed, seconded; all in favour. Cllrs Greene and Hawke returned to the room. PA18/10336: Detached agricultural building and septic tank for stables; Land off Poorhouse Hill Poorhouse Hill North Petherwin Launceston Cornwall PL15 8NA Cllr Gunby left the room. Councillors queried storage for hay with local farmer. Layout and density was raised as there is no need for 3 buildings on a 3 acre plot Scale and dominance was raised as it was felt the siting of the proposed building was not in keeping with the surrounding area. This involved impact on the character of the area as well. Concern was raised that the footprint was being created for different purpose in the future which would be out of character with area. Economic impact and sustainability was raised – not enough hay can be made within this area Not sustainable as a business to have 3 buildings on 3 acres. Motion: Not to support the application: proposed, seconded; all in favour. PA18/00003/SPD Cornwall Council is publishing the draft Housing Supplementary Planning document for a six week consultation period between Friday 19th October and 5pm 30th November 2018. The Parish Council had no comments to make regarding this application. (ii) Notice of Cornwall Council Decisions PA17/12153: Mrs Katie Wilcox and Eva Paynter- Winsdon Farm Access To Winsdon Farm North Petherwin Launceston Cornwall PL15 8NX: Approved 18/084 Letters from North Petherwin pupils Councillors were very impressed with the letters from pupils at North Petherwin School regarding suggestions for village improvements. Money has been put aside in the budget to take on some of these suggestions. Action: Clerk to draft letter to the children thanking them and outlining the next steps and ask them to design some new signs regarding speeding and dog mess. Action: Clerk to place ‘project 5’ onto February’s agenda 18/085 Correspondence/emails received by the Clerk Safer Cornwall Partnership Planning: Councillors had no specific feedback to give but public concerns about lack of police have been raised.
